That's not the point.

The Cambodian government needs to start 'funding' more of its own 'projects'. By the looks of the obscene wealth and multitude of gated communities and luxury automobiles they certainly seem more than capable of affording to do so.

At the very least, I'm sure they can afford a 40 grand solar power project to provide electricity to its citizens? What's that popular phase they love to bandy about?...Khmer love Khmer........yeah, except when the government has to open its wallet, then they don't love so much.

Well said. There is just no end to their money making scam. See how they lure us foreigners with misusing the USD currency which is not even their currency.
They are not in need of any aid. They are just extremely exploitive, greedy and demanding while they abused us foreigners with all sorts of scam, irrationality and nastiness.
