Shots Fired in Clashes Between Oknha and Locals in Prey Nup
Cambodia News, (Prey Nup district, Sihanoukville): Police have confirmed that there was a case of conflict between the people and Oknha Phin Phalla over land ownership the afternoon on 20 December 2020 at Ouheng village, Prey Nob district, Sihanoukville province.
Citizens have claimed that the 2-star officer Phen Phalla, who was the Commander of the 70th Brigade, came with soldiers who used guns, knives, and sticks against the local people in a land dispute. At least three shots were fired into a crowd of angry locals. They say that they have been living on this land since 1993, and even though they heard that it was sold to the Chinese, they have no proof of this.
Following this dispute, the people complained that the men of Mr. Phen Phalla had actually committed crimes against the people, and yet the authorities did not take action to detain the perpetrators in order to build a case to the court. Instead, they tried to free the perpetrators! The villagers claimed that the village chief and the commune chief were very good and helped the people, but because he had no power as a lower-ranking official, he could not do anything with the two-star Phen Phalla.

They are a heavy unit, they were previously the big guy's bodyguard unit until he set up the newer PMBU/BHQ in 2009. I hope this can be resolved, often these officers think they can act with impunity but when it comes to the attention of their superiors they get pulled up. Maybe I'm just dreaming, we'll see.70th Brigade

When my wife’s land was “taken” by an oknha he also had dudes with guns. They were a bit reticent about what to do when we turned up in my crappy $3k car. My wife said they were asking what to do with the barang who was on the land and asked their commander officer to come up quick.

Eight held for ‘violence’ in oknha land row

The Preah Sihanouk Provincial Court has placed eight men in pre-trial detention on charges of “intentional violence” in relation to a land dispute with tycoon Pheun Phalla, who holds the honorific “oknha” title, in Prey Nop district.
The land dispute involving oknha Phalla and 500 families living O’Oknha Heng commune’s O’Oknha Heng and O’Ta Sek villages erupted into violence on December 20.
Provincial deputy police chief Kol Phally told The Post on December 24 that the suspects had been identified as Saing Kou, 19; Sok Phearum, 31; Sie Rotha,36 ; Lao Teukyou, 57; Chak Sokun, 56; Song Chen, 30; Phan Sapich, 37; and Kong Reaksa, 36.
Prey Nop district police arrested the eight, who allegedly worked for oknha Phalla, two hours after the violent incident between them and a group of O’Oknha Heng villagers.
Phally said police completed their investigation on December 23 and determined that there was sufficient evidence to send their cases to court for further legal proceedings.
He said the provincial court charged the eight men with “intentional violence” on the evening of December 24.
Provincial court spokesman Lim Bun Heng said the eight had in fact been charged with the more serious crime of “intentional violence with aggravating circumstances” under articles 218 and 411 of the Criminal Code.
A report from the Prey Nop district police said the violence between the villagers and a group of men allegedly sent by oknha Phalla is related to a dispute over the land that the villagers had lived on for many years.

It makes somewhat of a wonder! After the 99 years leases, will the same be happening with Chinese leased lands? Somehow, I don't think they will want to just simply give it back.

Dunno. 99 years is a long time and the Brits gave HK back so the Chinese wouldn’t be hypocrites would they.
Most of Otres is government land and on the hill it’s all soft title, which is why they can grab it.
