Acleda has been upgraded to B+ by Standard and Poor's.
That is still not investment grade (which starts at BBB) but moving in the right direction.

LoL acleda is is one of the very few banks bleeding clients and i would personally give it a negative outlook. Most other banks are doing great.
S&P is probably years behind.
If you want a very safe bank just use bank of china near vattanak if you can convince them to open an account for you (which isn't easy if you don't have a lot of money).
It is practically an Hong Kong bank account so it solves the country level risk even if the while nation was to vanish that account would still be available in HK and china. Amongst all Chinese banks bank of china is the safest due to it's face valien to the nation.
Or on the other hand you can pick a very small bank/microfinance that is owned by a very large and safe bank (which can easily afford to support it's subsidiary in the event of a very bad local downturn) something like AMK owned by the Shanghai commerical and savings bank. There is no reason to abandon a very small subsidiary if the negative situation is transitory.
ABA is quite safe. Former ANZ and acleda are currently in distress because ABA is taking away most of their rich clients.
Canadia bank i would not touch it, i have had to use it and it is just bad in so many ways.
