Cambodia News, (Kandal): According to the report from Kandal Provincial Police, on December 19, 2020, a gunman shot his brother in a pool of blood and escaped in Prek Khsev village, Roka Khpos commune, Takhmao city, Kandal province.

The victim was identified as Chhay Siemmey, 43 years old, an electrician, living in Kahe Village, Kahe Commune, Kang Meas District, Kampong Cham Province, brother of the gun man, Chhay Salap, aged 36, who lived in the same house.

The suspect is a drug user and on the afternoon of December 18, 2020, the suspect had an argument with his wife, and when the victim went to help stop the quarrel between the couple, it made the husband angry and jealous.

Then, later that day, the suspect called the victim from Kampong Cham province to come and meet him at his house in Prek Khsev village, Roka Khpos commune, Takhmao city, Kandal province to talk for a while. The victim rode a motorcycle to meet the suspect by appointment, but when he arrived without saying anything, the suspect pulled out a pistol and shot the victim in the right armpit.

At the scene, the police found a handgun, brand Lock 98, number: 00080409236, along with 10 bullets. Specialist forces are working diligently to catch the perpetrator and bring him to justice.

Police have caught a killer in Svay Rieng province, in the case of a brother who shot and killed his brother at his home yesterday at Rakar Kpuo district, Takmao,Kandal province.
General Chhoeun Sochit, Kandal Province Police Commissioner earlier this morning on December 20, 2020, said that killer who shot his brother to his house at Sangkat Rakar Kuo, Takmao, Kandal province, was arrested by the police of Kandal province in Svay Rieng after a manhunt yesterday.

According to the page of the National Police Commissioner, General Roeun Nara, the deputy commissioner said: the victim is the brother by the name of Chhay Semmi, a male, over 43 years old, Khmer, resident in Khe village, Khe commune, Kang Meas district, Kampong Cham province.
The suspect is Chhay Salap, male, 36 years old, Khmer.

General Rern Nara, the deputy commissioner has announced that the suspect is a drug user and always argued with his wife. After his brother tried to intervene in a fight between the couple, the husband became angry and decided to kill him.
The police have confirmed that they have seized 1 handgun, brand Lock 98 number: 00080409236.

This (and many other drug-induced violent offences) shows why drugs offenses carry draconian penalties, far less lenient than those meted out for murder or rape. Consumption of drugs is considered a precursor or the root of more heinous crimes and those who traffic them are seen as the most evil in the chain of events. Without the trafficker, there won't be consumers.

No wonder in countries such as Singapore and Malaysia, drug traffickers (but not drug addicts or consumers who are either jailed or remanded for rehabilitation) are sentenced to death and the onus is entirely on the defendant to rebut that presumption of trafficking to escape the gallows.
