Can you transfer INTO Prasac from ABA, or does that need to be cash/cheque too?

Actually, the NEW quick answer is YES!

I was having a look around the Prasac app and found there is a new Transfer section with options for other banks.

The are many banks listed but ABA is not one of them. However, if you go into Transfer via Bakong, ABA is the top of the list plus lots of other microfinance companies and Wing.

I just tested it out and sent $10 to my ABA account. It went through in less than 10 minutes, without any fees. Prasac send an authentication code by TEXT to your local number as a security measure.
