Didier , the larger than life boss of la patate , has become a landmark in the pp dinner scene, if you like wholesome food and good beer. But he normally closes around midnight.
I personally like the apple cafe, opposite shanghai on 51. Open until 4 am ... Great amok , huge portions for $3. That fat woman can cook.

I've had bad food from regular spots before that are usually amazing. So I try not to judge a place on one meal in Phnom Penh. One of my regular breakfast spots, sometimes I will order the same thing every day for a week (an omelet with americano and toast) and it will be different every single time.
The omelet will be big, then it will be small, it will come with butter or not, sometimes some fruit... etc. I know the owner and always harass him about it. It makes for funny conversation.
The cedar roasted asparagus has good chew. I don't know how to enjoy it, so I'll Instagram it instead.

It's all about the sausage bazooka sandwich. prefer the mini-mart around the corner lol not really but go there a lot and order some Khmer food from the street vendor. You go to a restaurant have a great dish and then next time you go you order the same thing because it was so good last time and it's not the same has what you had before.
Consistency is so important for restaurants IMO.
I eat at the Pickled Parrot a lot and I can order something there now and it's exactly the same as I had on my first visit.
