PM Calls for More Attention to Follow Health Safety Measures

AKP Phnom Penh, November 28, 2020 --

Prime Minister Samdech Akka Moha Sena Padei Techo HE has appealed to his compatriots not to get into a panic, but to increase their attention to protect themselves by following the health safety guidelines of the Ministry of Health.

The appeal was made after a new case of COVID-19 was detected on a Cambodian woman in Phnom Penh this evening. She is the spouse of a senior official at the Ministry of Interior.

This is the first ever case of community transmission in Cambodia, he underlined, adding that it concerns Phnom Penh capital, Siem Reap province, and even Banteay Meanchey and Mondulkiri provinces.

The Royal Government is taking immediate measure by tracking down all those who came in direct and indirect contact with the woman, he said.

Samdech Techo HE also called on his compatriots to avoid gatherings. Anyway, he continued, schools in the concerned capital and provinces will not be shutdown, but need to strengthen their preventive measures.

Cambodia Breaking News, (Phnom Penh): Lok Chumteav Youk Sambath, Secretary of State of the Ministry of Health, confirmed on the night of November 28 that the wife of the Director General of the General Department of Prisons, HE Chhem Savuth, has tested positive for Covid-19.
Despite having symptoms, the woman travelled between Siem Reap, where she has a house, and Phnom Penh. The woman continued to go out and about as usual, even though she was feeling unwell.

Lok Chumteav Youk Sambath also added that the Ministry of Health is requesting that all senior members of the government who have met with the woman's husband, HE Chhem Savuth, be tested in addition to the family and household members. The authorities are on high alert to trace and test all contacts of the couple.

[CEO News notes: Following the recent Covid-19 scare which took place on 3 November when the visiting Hungarian minister tested positive for the virus, HE the Prime Minister criticized the behavior of some of the wives of the high officials who he said were not respecting the 14-day quarantine rules. Although it is too early to say where the latest Covid-19 outbreak springs from, careless behavior seems like a possible lead.

The real issue is if/when the ministry realizes the virus has been here since January within the general population. Then there'll be two possible outcomes: complete mayhem and overreaction, or they'll realize that it hasn't had a huge impact in the Cambodian case.

Either way, hopefully the government clamps down on these elites who think they can do as they please. The last few weeks have just highlighted in a very public way the obvious: that they think there are two standards: one for the general populace, and one for them and their friends.

The elites run the government. Only Iron Man can tell them to clamp down.

Case in point. The lady has been told to self-isolate at home. She still eats and socializes with the family. Her chauffeur still drives her around and massages her. Her maids still dress her. The chef still cooks around her. Nothing changed. And then all the workers go home to their families.

If the elites were told to isolate at that school in Kandal like the ordinary Khmer, then it would be sign of taking things seriously.

One can only hope.

Or the country could start mass testing. A couple hundred thousand or a million mass tests would give a better picture. So far, everything is just a guess.

Seven New Positive Cases and Two New Recovered Cases Reported
AKP Phnom Penh, November 29, 2020 --

Cambodia this morning reported seven new cases of the novel coronavirus (COVID-19), bringing the tally to 315.

According to a press release of the Ministry of Health, one of the seven new patients is a 31-year-old Cambodian-American woman who arrived in Cambodia on Nov. 27 from the U.S. via South Korea. She has been admitted to Chak Angre Health Centre in Phnom Penh.

The other six are a 56-year-old Cambodian woman living in Phnom Penh, her husband who is the director general of the General Department of Prisons at the Ministry of Interior, and her four other family members. They have been all admitted to Khmer-Soviet Friendship Hospital in the capital.

American Intercontinental School latest closure in community COVID-19 transmission case

The Chak Angre branch of American Intercontinental School has been ordered to temporarily suspend operations after it was linked to the family of Lieutenant General Chhem Savuth, Director General of the General Department of Prisons, who are at the centre of the latest COVID-19 infections.

It is believed that a member of the Lieutenant General’s family studies at the school and, as a precautionary measure, The Ministry of Education, Youth and Sports has ordered suspension of all teaching and activities at the school for 2 weeks. Students will instead study online from their homes.

The move comes after both Aeon Mall 1 and The Phnom Penh Hotel were ordered to temporarily close as it emerged that members of the Lieutenant General’s family had visited them.

Interior Ministry officials, including Sar Kheng tested for COVID-19

Interior Minister Sar Kheng has ordered all ministry officials who came in direct and indirect contact with infected Lieutenant General Chhem Savuth to go into quarantine as mass testing is being conducted at the ministry.

Lt Gen Savuth, director general of the ministry’s prisons department, was diagnosed with the COVID-19 on Saturday.

In his audio message today, Kheng assigned two Ministry Secretaries of State Pao Ham Phan and Sak Setha to ask all officials to have their samples tested at the ministry.

Kheng said he is going into self-isolation for 14 days after meeting with infected Lt Gen Savuth during a meeting on Tuesday in which dozens of officials attended, including Justice Minister Keut Rith and National Police Chief General Neth Savoeun.

Lt Gen Savuth’s family, including his wife and four others tested positive for the COVID-19.

In my rush to post I forgot to add context...

Anyway just been awakened from an early night by my head of department who posted the above document to our telegram group and he was calling all teachers to prep for Online classes at 8am tomorrow morning. Apparently we’re having a quick 7am meeting and we’ll be up and running at 8am online.
