Phnom Penh (VNA) – The Cambodian government has approved more than 830 million USD worth of electricity infrastructure projects, which consist of a 150MW hydropower dam, a 265MW coal-fired power station, and three transmission lines.

According to the minutes of the Cambodian Council of Ministers’ Plenary Session, the 150MW Stung Tatai Leu dam will be built on the upper reaches of the Tatai River in Koh Kong province’s northern Thma Bang district by the Chinese state-owned China National Heavy Machinery Corp.

Costing over 389.4 million USD, the project is expected to generate an average of 527 million kWh per year, with the electricity sold to state-run electricity supplier Electricite du Cambodge at 0.0792 USD per kWh.

Meanwhile, a 199.52km-long 500kV transmission line connecting Phnom Penh to the Cambodia-Lao border and another being 107 km at length and linking Battambang province with the Cambodian-Thai border will also be built at costs of more than 330.46 and 110.94 million USD, respectively.

Cambodia to reduce hydropower and develop coal and solar capacity

Cambodia, which relies heavily on hydropower, has witnessed power shortages due to reduced hydropower generation owing to draughts and lower water levels in the dams.

The country’s recent 10-year plan has low impetus on developing mainstream dams and seeks alternative sources to meet the electricity demand from coal, LNG, solar PV and imports from neighbouring countries.

Around 83% of the new generation capacity built between 2020 to 2030 will be from coal (56%) and solar PV (27%) while hydropower (8%) and oil (9%) are likely to account for the remaining new capacity, says data and analytics company, GlobalData.

Ankit Mathur, practice head for power at GlobalData, says: “Cambodia had predominantly looked at hydropower for meeting its power needs. Hydropower accounted for 58% (nearly) of the generation in 2018, falling by approximately 45% of the generation in 2019.

“The droughts in 2019 had brought down the share of hydropower in the nation’s generation mix significantly, compelling to opt for alternative sources to support the generation mix and avoid such unforeseen circumstances.”

The Mekong river provides a strong potential for the development of hydropower in the country. However, the development has found strong opposition from the environmentalists due to potential harm to the fisheries and farmlands next to the basin.

The government is keen to invest in the expansion and upgrade of the electricity infrastructure. It is estimated that the current transmission and distribution network is likely to expand at a compound annual growth rate (CAGR) of 11.8% until 2025, almost doubling the transmission line length from the present. This expansion is likely to ease the transmission and distribution woes, and support the new capacity built.

Japan unveils plan to build waste-to-energy plant in Cambodia

Japanese firms have mulled their investment on the waste-to-energy plant and Liquefied Natural Gas (LNG) storage stations in Cambodia.

This was said by Mikami Masahiro, Ambassador of Japan to Cambodia, in a meeting with Suy Sem, Minister of Mines and Energy, in Phnom Penh earlier in the week.

The Ambassador said that the COVID-19 pandemic has greatly affected the world and impacted many development projects.

However, the importance is that Cambodia and Japan have to work together for the future through dialogue to promote development of investment projects between the two countries.

The minister welcomed the Japanese investment projects in the energy sector, stressing that Cambodia is adjusting electricity supply plan to respond to the country’s rapid development.

The waste-to-energy projects in Cambodia have been proposed by many investment companies, but due to the high cost of investment compared to other energy projects, no investment has been taken to the ground.

265-megawatt Coal-fired power plant project in Oddar Meanchey province approved

The Council for the Development of Cambodia (CDC) has issued investment certificate to Oddormeanchey Power Industrial Co., Ltd. to invest on 265-megawatt coal-fired power plant, located in Oddar Meanchey province’s Trapaing Prasat district.

According to a CDC’s announcement, with a total investment capital of $294.3 million, the project is expected to create some 220 jobs for the locals.

The company also secured investment certificate from the CDC on a $61-million project of building 230 kilovolts transmission line from the location of the approved coal-fired power plant to a sub-station in Siem Reap province.

Cambodia currently has three existing coal-fired power plants generating 740 megawatts of power in total to the main grid. These power plants are located in Stung Hav district, Preah Sihanouk province.

Han Seng Coal Mine Co Ltd’s 265MW coal-fired power station in Oddar Meanchey province’s easternmost Trapaing Prasat district is nearly 60 per cent complete, deputy provincial governor Dy Rado told The Post.

He said the company is actively working to have the project – expected to cost a total of $294.3 million – up and running as quickly as possible to meet the province’s energy needs ahead of an expected dry season shortage of electricity supply.

The 130MW first phase is scheduled to go online by the end of next year, with the project set to be fully online by the end of 2022, he added.

“We are studying the environmental impact of a project proposal to connect [the coal plant] to East Siem Reap Substation via a 230kV transmission line,” Rado said, adding that the power station would supply his province and its southern neighbour Siem Reap.

With a population of over 260,000, Oddar Meanchey has a total energy demand of 10MW, he said.

Royal Group a step closer to new coal-fired power plant

Sinosteel Equipment Co Ltd and Royal Group wholly-owned Cambodia Bodong Shaguo Energy Co Ltd signed an Engineering, procurement, and construction (EPC) contract for the new 700 mW coal-fired power plant project.

According to the announcement issued by the two companies, the construction period of the project is 36 months for the first unit and 48 months for the second unit.

The power station project will be divided into two phases, with two 350 mW generators with installed capacity. The first generator is expected to be put into operation in 2023, and the second generator will generate electricity in 2024, with an operating period of 35 years.

A megawatt is a unit for measuring power and represents 1 million watts which is equivalent to the energy produced by 10 automobile engines or 330 average homes for one hour.

On August 6 this year, Prime Minister HE issued a decree , deciding to lease 168.8 hectares of land in Kuo Kung Province National Park to the Royal Group for the development of a 700 mW coal-fired power plant project.

The land involved is located in Temoso Village and Zhenlongguo Village, Podongsago County, Kuo Kung Province, which was originally under the jurisdiction of Podongsago National Park.

On July 28, all affected villagers in the coal-fired power plant project development zone accepted the compensation plan of the development company and agreed to relocate.

According to a report submitted by the Cambodian government to the National Assembly, on February 7 this year, the Ministry of Cabinet Affairs approved the Royal Group to build the coal-fired power plant with an estimated investment of $1.344 billion, of which 30 percent is the company’s investment capital and 70 percent is financed by the bank.

The Cambodian government and the developer signed a “Build, Own and Operate” (BOO) concession contract. The developer promised to connect 80 percent of the electricity production capacity to the national grid, with the government buying the electricity back at a price of 7.292 cents per unit.

China offers a helping hand to Sihanoukville sustainability
The government of China has provided Sihanoukville with clean energy equipment to help the coastal city reduce its carbon footprint and become more sustainable.

The news comes less than a week after it was announced that another coal-fired power plant would soon be constructed in the area, one of three coal-fired plants Cambodia’s government has approved this year.

The equipment arrived at Sihanoukville International Port on Sunday. The delivery included 2,800 solar bulbs, 200 solar panels, and 200 electric motorcycles that will be used to equip schools and public places, according to the Ministry of Environment.

The donation was made as part of a memorandum of understanding (MoU) on cooperation in a low-carbon emissions pilot project in Preah Sihanouk province that was signed last year between the Ministry of Environment of Cambodia and the Ministry of Ecology and Environment of China.

Although the MoU between Cambodia and China is a step in the right direction, observers say that more work needs to be done to truly achieve a cleaner, more sustainable Cambodia.

According to EnergyLab’s analysis, if all announced energy projects go forward, in 2030 a total of 80 percent of Cambodia’s grid electricity will still be generated from fossil fuels, up from about 34 percent in 2018.
