Yes it sounds crazy but what other explanation is there? The two Cambodians, the Malaysian, the Hungarian and the Polish guy all (presumably) tested negative 72 hours before arrival, then test positive on arrival - how does that happen? Obviously they didnt catch it on the plane, or more passengers would have tested positive. There is an alternative theory....the Cambodians came from Iran and had their '72 hour' test there. Is it within the realms of possibility that a positive result turned negative with the application of a 'small gift'? While I would never suggest that poorer countries like Iran, Poland, Hungary and Malaysia are more susceptible to 'backhanders' than the UK, France, NZ or Australia, it is something to think about. If there is another theory I would love to hear it.

So, that's another one that was negative at the airport and positive after 13 days here. Is it possible that the virus is here and circulating in certain national communities?

From the government website Fresh News:

Cambodian Ministry of Health reacts to rumors that six Chinese were tested positive for Covid-19 after arriving from Cambodia.
2020-10-31 08:33 pm
(Phnom Penh): Ms. Youk Sambath, Secretary of State of the Ministry of Health, confirmed to Fresh News that the six Chinese nationals who were tested positive for Covid-19 on October 31, 2020, were not positive when they left Cambodia.

The reaction of a senior official of the Ministry of Health of Cambodia came after some social media and some media outlets reported that six Chinese nationals had been diagnosed with Covid-19 after leaving Cambodia.

According to Ms. Youk Sambath, the Chinese were carefully examined twice, the last time on October 24, 2020, with no positive results for the Covid-19 virus.

She said that after receiving this information, the Ministry of Health of Cambodia also took the old samples of the six Chinese people to test again and the results are still negative. At the same time, the Ministry of Health of Cambodia also contacted the focal group of the Ministry of Health of China to help research and check again clearly.

She added that not only Chinese nationals, but all passengers leaving Cambodia must be tested and have a negative result from the PCR laboratory. When the test is negative, a health certificate is issued, and all Chinese who go out are required to have the same health certificate.

Is this true? Do you need a test just to leave? If you transit through Singapore or Seoul to London I am fairly sure you do not need a test, either to transit or to arrive in the UK.
