How many of Cambodia's rescue workers can actually swim ?

He's merely stressing a point, as most people know. When disaster strikes, many people work in relief without being able to swim. Their conviction overrules common sense.

Sure, got to be able to swim if they get stuck but they also need traning such as when to knock someone out before they drown both of you.

Its not easy to swim with someone on you even for practise. Then Imagine a strong current with a panicing khmer lady pushing you down...... Good luck with that.
