Foreign (Allegedly Chinese) Quarantine Passengers Dropped Before Covid Test Results
Cambodia News, (Phnom Penh): The Ministry of Health is investigating the case of a bus with state license plate carrying foreign passengers from the airport, who allegedly dropped some foreigners on the roadside without knowing the results of the first Covid 19 virus test.
According to a picture posted on Facebook, the bus was registered with the state number 3-0215, and the passengers who disembarked from the bus without test results were allegedly Chinese nationals.

Re: Foreign (Allegedly Chinese) Quarantine Passengers Dropped Before Covid Test Results
UPDATE: Official denial.
October 20, 2020
‘No quarantine bus breach’
Phnom Penh City Hall has denied a bus dropped off passengers while travelling between the Phnom Penh International Airport and designated quarantine hotels.
Deputy Governor of Phnom Penh Mean Chanyada told Khmer Times yesterday that claims the bus driver had allowed passengers to leave was a misunderstanding and that the truth was that a passenger aboard the bus was instead dropping off luggage to a friend.
“We looked at the passenger list of those who entered and who left the bus and verified no one was dropped off en route to their hotel,” he said.
“Now, the Ministry of Health is also preparing an official letter to clarify that no passengers were dropped off,” he said.
He added that health officials had tested all arrivals and allocated them hotels, where they confirmed all passengers had arrived.
“A total of 157 passengers had travelled from China. We verified the number upon their arrival and 100 percent were tested,” he said. “The results came through yesterday and all passengers tested negative. They have now been instructed to self-quarantine.”
Chanyada said the bus driver made a mistake in allowing the passenger to drop off the luggage, but he was not fined.
“It’s was a mistake to let him drop off the guitar to his friend. However, the bus driver had been working hard day and night,” he said. “Therefore, we reminded him of his responsibilities and warned him not to repeat his mistake,” he added.

Re: Foreign (Allegedly Chinese) Quarantine Passengers Dropped Before Covid Test Results
There is a whiff of scandal in the air as someone mentions possible bribery; however, denials are maintained. Officially, the only thing that left that bus was a guitar.
UPDATE

Official suspects bribery in quarantine bus scandal
A health official who declined to be named but stationed at the Phnom Penh International Airport, said yesterday that the airport quarantine bus scandal could be linked to bribery.
The scandal – which emerged after passengers were caught on video disembarking a bus before reaching quarantine on Sunday – caused a major uproar on social media, leading to speculation over the incident.
In response, the unnamed official has said that a monitory team has been formulated to ensure all buses carrying new arrivals from the airport do not allow passengers to disembark before reaching quarantine and that no bribery is taking place.
“I, along with the team, will now monitor the transportation process of new arrivals to make sure they have properly followed the guidelines of the Ministry of Health,” he said.
A tuk tuk driver, who works in front of Phnom Penh International Airport and asked not to be named, said he was approached by officials yesterday from the airport and was asked to report any information regarding the disembarking of passengers from buses coming from the airport.
Phnom Penh City Hall spokesman Met Meas Pheakdey yesterday also reaffirmed that no one has permanently disembarked from buses on route from the airport to quarantine.
“Regarding the incident on Sunday, no one was dropped off on the way to quarantine. One passenger unloaded luggage – which was later revealed to be a guitar – to his friends mid-way through the trip. However, all passengers remained on board and reached their respective quarantine centres,” he said
