Unlikely that owning an apartment will be enough to qualify you for an E-type Visa from most Embassies.

I seem to remember He talking on the subject sometime ago, when that type of question arose. He replied in the way that one maybe eligible for a visa this year, but there is no guarantee for next year.

Even with a new passport, Cambodian immigration would not be able to identify from their records (I think they have computers) that someone had already been issued an ER? So a new passport gives you a clean slate of no previous visas? Just asking because I know PSD is correct 99.9% of the time on these issues.

Consulate replied this:

Currently, the tourist is closed and only the business visa is available at our embassy. If you are currently residing in Poland, you can also apply to our embassy in Germany. You may find the visa application form and the up-to-date requirements
for the Covid-19 measurement in the attachments below.

To apply for the business visa, you need to provide:
- a fully filled and signed visa form,
- 1 biometric 4x6cm photo attached with the visa application,
- Your original passport and one copy of it,
- Visa fee of 350 Turkish Lira for the business visa type,
- A proof of sponsorship or an invitation letter approved by the government, which the inviting company in Cambodıa can get through this link:

They check their database based on Passport number. Fresh passport, fresh start. Even some of those Rebels members who were blacklisted managed to return on fresh passports
