Not just these 400 every day they're arresting more and more the jails must be crowded or there building one jail for every two casinos

There was talk in the past of the Chinese investors building and running new prisons for about 10 years or so, I am not sure if any have gone ahead. But the Chinese definitely saw the overall potential.
Always "hope" but never "expect".

So China's prison management companies would be incentivized to find ways to get more hooligans from the mainland out to Cambodia. More crime, more arrests, and ultimately, easy money.

The truth is they need little incentive due to the crime already being here,
