7 Suspects Arrested for Illegal Detention and Extortion

Cambodia News, Sihanoukville: On September 10, 2020, at 12:30 pm, the Criminal Police Special Forces received a complaint from a Chinese man named Gao Ming Shui that his friend Chen QiLiang, a Chinese man, had been kidnapped. The suspect was taken into custody in an unknown place and extorted $ 10,000 (ten thousand US dollars).
After receiving the complaint, the police conducted a thorough search until September 10, 2020 at 9:00 AM, when the police determined the location of the detention of the suspect at Wuy Ina Guesthouse, Group 16, Village 1, Sangkat 2, Preah Sihanouk Province.
After that, the Criminal Police Planning reported to the Preah Sihanouk Provincial Prosecutor's Office, and the Prosecutor agreed to allow our police force to operate a rescue mission immediately. As a result, our authorities rescued 3 Chinese male victims and arrested 7 suspects, 4 Khmer men and 3 Chinese men, who were brought to Sihanoukville Provincial Police Station.

The three victims are as follows:
1. Name: He Wei, Male, 31 years old, Chinese, Occupation: Company employee, Residence: Phnom Penh.
2. Name: He A Kun, Male, 29 years old, Chinese, Occupation: Air ticket seller, Residence: Phnom Penh.
3. Name: Chen QiLiang , Male, 29 years old, Chinese, Occupation: Karaoke staff, Residence: Village 4, Sangkat 4, Preah Sihanouk Province.

The seven suspects are as follows:
1. Name: Cheng PengYun, Male, 31 years old, Nationality: Chinese, Occupation: Tour guide, Residence: Village 1, Sangkat 2, Sihanoukville Province.
2. Name: Chen FuLi, Male, 32 years old, Nationality: Chinese, Occupation: Guard, Residence: Village 1, Sangkat 2, Preah Sihanouk Province: Passport: Not attached.
3. Name: Hai QuanShan, Male, 50 years old, Nationality: Mongolian (Speak Chinese), Residence: Village 1, Sangkat 2, Sihanoukville Province. .
4.Name: Nget Peut, Male, 35 years old, Nationality: Khmer, Uncertain occupation, Residence: Village 5, Sangkat 1, Preah Sihanouk Province.
5. Name: Khieu Sovanna, Male, 32 years old, Nationality Khmer, Uncertain occupation, Residence: Village 1, Sangkat 3, Preah Sihanouk Province.
6. Name: Srey Huot, Male, 34 years old, Nationality: Khmer, Occupation: Uncertain, Residence: Village 1, Sangkat 1, Preah Sihanouk Province.
7. Name: Nget Heng, Male, 35 years old, Nationality: Khmer, Occupation: Uncertain, Residence: Village 3, Sangkat 1, Preah Sihanouk Province.

- A silver Star Rich car with license plate: Phnom Penh 2BE-9670
- 2 motorcycles
+ 1 Smash Revo brand
+ 1 Duke brand
2 loan letters (1 in Khmer; 1 in Chinese)
- 1 flashlight
- 1 shock Stick
-1 eye spray

In this case, the suspect and the exhibits are being processed by the specialized force and sent to the Preah Sihanouk Provincial Court.

Not good that locals are getting into kidnapping and extortion. God only knows where they learned that from.

^ It had been a crime of only Chinese nationality up to now, but for some Khmer it maybe the hard times that sees them joining force. I would imagine there will probably be more possiblity too follow, but I could see the authorities strongly clamping down if more goes on. I would think what would sway that discussion, would be more wealthy Khmer worrying they could easily be allso on the extortion and kidnapping list.
Always "hope" but never "expect".

Actually it used to be a problem for the wealthy Khmer in the nineties and early 2000s.
It eventually resulted in the banning of blackened window tints on cars.

I recall a couple of students who would arrive at school with armed body guards.

Best practice would be for all Police bodies to stomp this out before it becomes in a perverted sense, an *acceptable criminal activity among locals.
Police need to take a pit-bull attitude like that of Rodrigo Duterte to make sure activity like this by locals never gets off the ground.

Is that how it works? They kidnap you and make you 'lend' them money, all official and above board, and then don't repay you. It seems a bit of a fig leaf defence after you've been sprayed with pepper spray, given a jolt from the stun gun and bundled in the back of a Toyoto.

Then it is not extortion, it is just debt collection. What kind of loan sharks have written contracts anyway? Loansharks are unlicensed lenders and thus their loans are legally unenforceable. What is the point of a contract?

You answered your first point with the last one. It's not debt collection if there is no legal debt, that's what makes it extortion (and kidnap and torture).

Yeah, I can see your point, but if there is a loan there is a debt. But if they lenders know it is legally unenforceable, or they know they will not try to rely on the courts for enforcement - not a traditional method of enforcement for loansharks - why bother with a contract? It nothing else, it puts the loansharks name in the document and therefore in the frame. Wholesale drug deals on credit don't come with written contracts!
