Cambodia News (Kandal): This morning, on September 7, 2020, the body of a baby boy was found abandoned in an outside toilet shed in Chumpo Von village, Sangkat Chom Chao 3, Khan Porsenchey, Phnom Penh. He has yet to be identified.

Cambodia News: Phnom Penh: The body of a baby about 6 months old was thrown into a toilet behind a house under construction located in Group 4, Chumpouvorn 2 Village, Sangkat Choam Chao III, Khan Por Senchey, Phnom Penh.
The body was spotted by a construction worker at 8 am on September 7, 2020.According to a young construction worker named Nil Santos, 20 years old, he works at the scene and lives in Kraing Thom village, Lumpong commune. Bati district, Takeo province, told police that on the morning of the incident, when he arrived at work, he walked into the bathroom at the back of the site to defecate. When he opened the door and found the body of a baby in the bathroom, he was much surprised, and he shouted out to a colleague to come and help.
The villagers said they did not know who the baby's parents were and where the baby came from. The baby was about six months old, and although there were people living near the scene who had just given birth, no babies are reported missing in the neighborhood.
The 3rd Chao Chao Police Station said that after receiving the above information, the force immediately reported to the Criminal Division of Police in Por Sen Chey for direct inspection, and they reported this to the scientific police branch of the Phnom Penh Municipal Police for them to conduct a forensic examination.
An autopsy revealed that the baby had died of severe pneumonia and was not murdered. The baby's body was then taken to Wat Chompu One crematorium for cremation.
This is a human child, not an animal, parents should not throw it in the toilet. In this case, it is better to find the right place to bury or cremate. RIP

Unforgivable crime. Poor baby won’t even make it to rebirth into a better life. Maybe a meth mama who would do such an unspeakably cruel thing.

Unforgivable? Possibly. Were there exceptional reasons? Quite possibly so. RIP, absolutely yes. Speculation as to the mother’s peculiarities? No. There are inordinate reasons this could have happened. Perhaps she left the child in the hope that someone might find it and give it a better life. In the meantime, the child contracted pneumonia? Who knows? Speculation is just that. Let’s focus on the sad fact a child has died and not on what the mother might have done and why! I stand corrected. Baby abandonment is to be encouraged by certain members of CEO because it’s a noble act to give babies a better life.
No one is ever at fault. There should never be taking responsibility for one’s actions.

No one is ever at fault. There should never be taking responsibility for one’s actions.
This baby had been in need of medical attention (Pneumonia having been the cause of death) this may have been denied through ignorance or poverty (poverty being even more of a factor than normally in these current times) mental illness or possibly, as you suspect, the mother’s addiction, or any combination of the four.
I suspect this child may have already been close to death, if indeed not already deceased, when, out of desperation, it was abandoned in the outhouse, Obscene as it seems, an outhouse is maybe not such a crazy place to abandon a baby, as it is regularly frequented the baby would be discovered fairly quickly, and it will be safe from the attentions of dogs and other animals.
This is a tragedy, nobody should doubt that, but none of us knows the factors surrounding this tragedy.
