Handcuffed Body Found Floating in Phnom Penh
Cambodia News (Phnom Penh): On September 4, 2020, at 11 am, an unidentified dead man wearing handcuffs was found floating in the river at Sangkat Svay Pak, Khan Russey Keo, Phnom Penh.
The police went to the scene to conduct an examination and found a packet of drugs on the victim's body.

Cambodia News, Phnom Penh: At 7 am on September 4, 2020, in the Tonle Sap River, Sangkat Svay Pak, Khan Russey Keo, Phnom Penh, a man was found floating in the water with his hands in handcuffs.
The body has now been identified as Thach Phearum, 21, a sand worker living in Sangkat Prek Pnov, Khan Prek Pnov, Phnom Penh.
According to information from the police, on the afternoon of September 2, 2020, the police set a checkpoint in front of the Svay Pak police station and they stopped the man because he was riding a motorcycle without a license plate. As the man was behaving suspiciously, the police searched him and found a small package of drugs, so he was arrested and handcuffed.
However, while the police were busy stopping other motorbikes, the suspect took the opportunity to escape. Authorities immediately searched until dusk but could not find him.
Then, this morning some local people found the body floating in the water with his hands tied like this.
