Each route will fly approximately two flights or more per month, depending on passenger demand, MrChansin said in a release issued today (Aug 27).
“In order to boost the national tourism industry, Thai Airways International Public Company Limited (THAI) will operate chartered flights to Phuket from six destinations: Denmark, Germany, England, Korea, Japan, and Hong Kong. THAI also plans to fly tourists from the People’s Republic of China to Phuket,” said the release.
so thats 12 flights@ apx 200 ++ people/flight/month to Phuket

Dont expect to see any tourists outside Phuket anytime soon.

She added that the government needs to consider many factors, including guidelines, screening processes and measures to prevent the spread of Covid-19 to ensure there is no second wave of infections.
She added that Phuket residents and Thai tourists can rest assured that no steps to reopen the country have been taken and that utmost precaution will be taken when borders are reopened.

The visa amnesty finishes in less than a month. What happens to people without a current visa after September 26?
Really, you have 3 options. Leave the country before the amnesty finishes. Or find a way to extend your visa. If you are unable to leave the country, because of flight issues returning to your country, or some other medical or urgent reason, you should contact your Embassy or Consulate ASAP. They may be able to provide you with a letter recommending an extension of your stay.
The third option is to visit a temple, buy a lottery ticket and hope like hell that the government will extend the amnesty again. At this stage that appears unlikely.

American writer Mark Weyant had been planning an extended getaway to Thailand’s sun-soaked tourist island of Phuket for over a year, aiming to finish writing a screenplay and complete a diving certification over a three-month period.
But then Covid-19 hit and the 53-year-old figured he would have to scrap his plans and forfeit his 150,000 baht (US$4,800) deposit on a villa rental in Tri Tang Beach, Phuket.
But a Thai government plan to grant visas for foreigners who want to stay in Thailand for up to nine months could mean he could travel to Asia as planned, rather than be forced to look elsewhere.
Thailand’s borders have been closed to most foreigners since late March as the kingdom battled the Covid-19 pandemic but it is now finalising a scheme rumoured to start on October 1 called Safe and Sealed, which would confine tourists to a particular resort or area with a defined perimeter for a 14-day quarantine, allowing them to leave their rooms.
Those who complete three weeks on Phuket and test negative after several tests would be allowed to travel to other Thai regions, offering a potential lifeline for a tourism-reliant economy that is tipped to contract by a record 8.5 per cent this year.

Thailand received no foreign tourist arrivals for the fourth consecutive month in July as international travel restrictions remain in place to safeguard against a second outbreak.
Foreign arrivals to Thailand reached 40 million in 2019, with revenue generated from the tourism industry contributing almost 20% of GDP.
