22 Chinese Arrested in Mondulkiri Hotel Online Gambling Operation
Cambodia News (Phnom Penh): On August 8, 2020, a police raid discovered 22 Chinese people who were living and working illegally at a hotel in Mondulkiri. Only three of them had a passport.
During a crackdown on what appears to be an illegal online gambling operation, police confiscated 34 computers, 6 laptops, sim cards, 23 keyboards, 7 wifi routers, 15 generators, 135 phones, 445 USD cash, some chargers, and other items. Now that online gambling is illegal in Cambodia, many Chinese operations have moved to small towns in order to maintain a low profile.
The 22 Chinese people, along with the evidence, were sent to the police station to follow the legal action.

If the foreigners (Chinese) are still working illegally on the online gambling operations, I can't see them stopping anytime soon. Must weigh up what they are paid per month and banking their wage outside the country, till they are stopped like this news story. What is their fate? At a guess would it be that of deportation, and delt with by China's laws on returning back in their own country.
If that is the case, I would think the opperators are gamblers themselves, being how long they can keep it up, the longer the benefits are, with that of more pay to collect on their return. I am very sceptic on if they will be punished. The boss of such doings will nevertheless, never be found.
