U.S. Embassy Phnom Penh, Cambodia

The U.S. Embassy in Phnom Penh confirms that there are no positive COVID-19 cases within the Embassy community as of August 5 (2020).
Four members of the U.S. Embassy community tested positive for COVID-19 after arriving in Cambodia, but they all remained in strict isolation for the duration of quarantine, were asymptomatic throughout quarantine, and have since each tested negative twice.
The U.S. Embassy takes seriously the prevention and containment of COVID-19. We abide by all Cambodian government requirements for the arrival, testing, and quarantine of all diplomatic personnel and their family members. All Embassy personnel must have a negative COVID-19 test result shortly before travel to Cambodia, are isolated and re-tested upon arrival, and again re-tested before concluding quarantine.
The Embassy is committed to full transparency as a matter of public health and has notified the Cambodian Ministry of Health whenever our personnel test positive and when such personnel achieve negative status. We cooperate closely with the Ministry and other authorities to prevent further infections.
U.S. Embassy health agencies, including the U.S. Centers for Disease Control and Prevention (CDC), have longstanding partnerships with Cambodian counterparts to help the Kingdom respond to the global pandemic, including programs to build surveillance and contact tracing capacities. The United States has contributed over $11 million in assistance for the fight against COVID-19 in Cambodia since the onset of the pandemic.

Did these people flee the country in March-April?

They should have stayed here in civilization where we've got the virus under control.

Well, a bit late but an appropriate statement. Interesting to know that Embassy personnel are required to be tested negative prior to travel which means they must have contracted it on the journey, as all four picking it up during their separate movements is a coincidence too far. It just goes to show you where the dangers lurk - airports and aircraft.

Or, if you like a conspiracy theory, they were all false positives and done to cause embarrassment to the US at the request of China.
