Cambodia's new modesty law

A proposed law that would let Cambodian police fine people deemed to be dressed inappropriately could be used to curtail women’s freedoms and reinforce a culture of impunity around sexual violence, rights campaigners say.
The draft legislation, which will take effect next year if approved by several government ministries and the national assembly, would ban men from going out shirtless and stop women from wearing anything “too short” or “too see-through”.


I hope the ban on men going out shirtless extends to pot-bellied westerners. Now that's a crime if ever I saw one.

Add shirtless men with hairy chests. Im sure the Khmer find that most tasteless. Mind you the hairy men can mingle with the monkeys, noticed.

If the western plague of a certain type of barang, whose belt line seems to be halfway down their arse cheeks or lower, could with certainty also be caught up by this, then that would be helpful.

Subtlety rather than overt is far more appealing (at least to those of us with some imagination). But we don’t want a Victorian attitude, either.

Of course, the new law needs to be enforced. Someone needs to measure how long dresses are.

Back in 2006 as the country was gearing up for the introduction of 3G telephone networks which would bring video calling to the country, the Prime Minister banned the video calling function for fear of people using the phone for spreading porn. And, who put that idea into his head?

"The petition for its ban came from the First Lady of Cambodia, Bun Ray (sic) along with wives of several other senior government officials."

Really no need to laud Bun Rany or other women for being so decent and moral. She was only doing what most of us would do (protect our own self-interest) by inhibiting their husbands from meeting up with young, beautiful women.

The Cambodian government drafted a legislation today that would allow Cambodian police to fine  people that are dressed inappropriately. This was meant to reinforce a culture of impunity around sexual violence, specifically stopping men from going out shirtless and women from wearing anything too “short” or “see through“. 

Laws should be made to protect peoples’ rights, not oppress them. Women should be able to exercise their fundamental freedom and that includes self expression through the clothes they choose to wear. “Reprimanding women for their clothing choices serves to reinforce the notion that women are to blame for sexual violence they suffer, and thereby further entrenches the culture of impunity which exists in relation to gender-based violence.” 

Lets put an end to this drafted legislation and make sure it doesn’t pass.
