Chinese Drug Producers Arrested in Phnom Penh Condo (UPDATED)

Cambodia News (Phnom Penh): On June 6, 2020, the police of the Anti-drug Department in Phnom Penh raided Sophea condo and arrested a Chinese man for producing drugs.

Police reported that the Anti-Drug Department of the Ministry of Interior, led by Mr. Kuch Kimlong, the prosecutor of Phnom Penh court, led forces in a raid on room no. B201, on the second floor of Sophea condo, and arrested a Chinese man, named HE YIRI, 56 years old, along with much evidence of drug production.
[It was later reported that another three Chinese men were arrested in connection with this drug traffic. See below.]

In the raid, police also seized some 1kg packets of drugs already packaged as a brand of "Chinese tea" in shiny green-yellow, which is the well known signature trademark of one of Asia's biggest methamphetamine trafficking organizations. The main leader of the syndicate is believed to be an ethnic Chinese man trafficking methamphetamine worldwide from Shan state in Myanmar. The notorious "Chinese tea" packaging has been identified in many of the larger drug busts in Cambodia and South East Asia over the past few years.

In this case, the suspect was sent to the Ministry of Interior to follow the legal procedure. According to a source, there was so much evidence in the suspect's room, that some of it was left behind to be recovered later. (!)

UPDATE: Three other Chinese nationals were arrested in the drug operation mentioned above, and the gang are accused of fabricating ketamine.

Phnom Penh, Cambodia News: On June 05, 2020, at 08:40 am, the police from the Anti-drug Department made an investigation and cracked down on Chinese drug traffickers near the Australian Embassy, Sangkat Tonle Basac, Khan Chaomkarmorn, Phnom Penh.

The 4 Chinese suspects were identified as LEE SHAOFENG, 48 years old, HE YI RI, 56 years old, ZHANG JUN, 46 years old, and CAI TAO, 45 years old. The authorities found 5kgs of ketamine, then after checking the condo, the police found two 2kg packs of ketamine bottles and the equipment necessary for producing the drug.

Makes a change to see this rather then the young Khmer kids with a handful of small bags, no doubt most of them dabbling has they do, but hopefully putting a stop to it before any harm is done. Route out the bigger fish like above and there manufacturing of drugs, and the job is more achievable for the authorities to get some kind of order over the situation, then hopefully too the kids won't have any bags. But again it all seems like what is achieved, is because maybe someone is stepping on others toes. drug manufacture and sales are illegal, un-taxed and un-licenced, highly addictive and in many cases very dangerous, but never the less they are always in high demand.
Always "hope" but never "expect".

Two other members of the Chinese-Taiwanese gang were arrested on 28 July with 200kgs of methamphetamine due to be smuggled to Taiwan

Chinese and Cambodian Busted Trafficking 200Kg Crystal Meth to Taiwan

In a related case, Phnom Penh Municipal Court on Friday charged and detained two men accused of manufacturing and transporting nearly 200 kilogrammes of drugs.

Deputy prosecutor Say Nora identified the accused as Qiang Liang, 45, a Taiwanese tourist and Fong Haluk, 38, a Cambodian motorcycle-taxi driver from Por Senchey district’s Chaom Chao commune.

According to deputy National Police chief in charge of anti-drug affairs General Mok Chito, the pair were arrested on July 28 after a sting operation wherein an undercover police officer posed as a user and made contact with Haluk for drugs.

Haluk then invited the undercover cop into Qiang’s rental unit located in the outskirts of the capital in Por Senchey district’s Kakap commune. After the transaction, police raided the unit and arrested the tandem.

Nearly 200 kilogrammes of crystal methamphetamine, two mobile phones and other drug-related paraphernalia were seized at the scene. The drugs were set to be smuggled in Taiwan.

Qiang was later identified as part of a drug trafficking ring, whose other members were arrested on June 5 in the capital after being caught in possession of more than seven kilogrammes of ketamine.

Lieutenant Colonel Yim Sakhorn, deputy chief of the 10th Anti-Drug Intervention Office, at the time, identified the suspects as Taiwanese tourists Lee Shao Feng, 48 and He Yiri, 56 and Chinese tourists Zhang Jun, 46 and Cai Tao, 45.

Qiang and Haluk were charged with “the act of illicit production of narcotic substances” and “keeping, transporting and illicit traffic of narcotic substances” under Articles 39 and 40 of the Law on Drug Control and face life in prison if convicted.

Chinese Drug ‘Mastermind’ Prisoner Escapes During Hospital Visit

A Chinese* inmate of Prey Sar prison, described as a drug “mastermind,” escaped from the Khmer-Soviet Friendship Hospital on Sunday night while awaiting surgery, officials said.

He Yi Ri was arrested in June last year and has been linked to two drug seizures totaling more than 2 tons of heroin, ketamine, MDMA, and other drugs and drug precursor chemicals.

In Song, deputy director of the National Police’s anti-drug department, said authorities were now hunting for He, who was considered a “mastermind” behind the drug crimes.

Provincial, municipal and border police, including those at airports and waterways, had been alerted about his escape, Song said.

“We consider this target to be very important and dangerous,” he said, adding that he did not know the details of the escape.

“A criminal has many tricks when we have a little carelessness or loophole,” Song said.

His case had yet to go to trial and was still in the hands of the investigating judge, he added.

“It was difficult and we worked many months to arrest him,” Song said.

Yin Kun, director of Prey Sar prison’s Correctional Center 1, said the accused was frequently sick and taken to hospital.

He had already been at the hospital for nearly a month during the latest visit, and was about to have surgery, Kun said, though he did not know the details of the illness.

Three people were on guard to watch He, the prison director added.

“I’ve asked my specialists to investigate how he escaped,” Kun said.

According to National Police, the anti-drug department arrested four men — He, Lee Shaofeng, Zhang Jun and Cai Tao — on June 7 over 8.7 kg of drugs seized in Phnom Penh. He was further linked to a drug haul of more than 2 tons in October at three locations in Sihanoukville and four locations in the capital. The later seizure included 189 kg of heroin, National Police said.
