US embassy staffer. Diplomatic visa.

My guess...

No testing prior to flight.

Positive test on arrival, hence isolation at the US Embassy. Or negative, but still isolated in the embassy anyways.

Further test positive on day 13.

2 weeks is the average. There are outliers who take longer than 14 days.

That makes three senior US Embassy staff who have tested positive on arrival in Cambodia this month.
The ministry on Thursday reported one more case of a senior US embassy official contracting Covid-19, bringing the total number of cases in Cambodia to 234.
The ministry said the senior US embassy official tested positive for Covid-19 on July 29 after being in quarantine [at the US Embassy] for 13 days.

Looks like the American Embassy in Phnom Penh is a microcosm of the US in general. Steer well clear for a while.

That's the top of a slippery slope - first you avoid the American Embassy, next you start avoiding the Americans, then people start to avoid westerners in general... ;)

But, IMO, it's not a good look to ship out your embassy staff to a foreign country without testing them first. It looks careless, and also that you have no consideration for your host country. And then it can lead to the above: people avoiding Americans because they appear to be careless and inconsiderate with other people's health. I'd also be very pissed off if I had to quarantine because of this. Hopefully, the US authorities will take note and there won't be any repeats.

The EU extended its travel ban on Americans yesterday for the second time in a month, as Covid-19 continues to ravage the US. The EU began lifting its travel restrictions on July 1, welcoming visitors from 14 countries, including Canada, South Korea and Australia. The US was left off of that list, and the EU extended its ban on travellers from the US on July 16.

There have been six new cases of Covid-19 in Cambodia over the past two days. All cases were imported by arrivals in the country.

COVID-19: Five More New Cases Reported
AKP Phnom Penh, August 01, 2020 --

Five more cases of the novel coronavirus (COVID-19) were detected, bringing the tally to 239, announced the Ministry of Health in a press release issued this morning.

According to the same source, the five new patients are an 18-year-old Indonesian man and four Cambodians aged from 23 to 30 years old returning from Indonesia and Pakistan via Malaysia.

The other passengers on the same flights have been put under 14-day quarantine.

32 COVID-19 Patients Recovered; One New Case Reported
AKP Phnom Penh, August 02, 2020 --

Thirty-two (32) cases of the novel coronavirus (COVID-19) have been successfully cured, bringing the total number of recovered patients in Cambodia to 196.

The figure represents 81.67 percent of the total cases, pointed out the Ministry of Health in a press release issued this morning.

According to the same source, of the 32 cured cases, 29 are Cambodians and three are Indonesians. They were imported cases from Russia, Egypt, Mali, Saudi Arabia, and Indonesia. They have been allowed to be discharged after being tested negative twice consecutively.

At the same time, a new case was reported. It was found on a 57-year-old Cambodian man returning from the U.S. via South Korea.

The other passengers on the same flight have been put under 14-day quarantine.

The 240 confirmed cases in Cambodia include 159 Cambodians, 40 French, 13 Malaysians, 8 Indonesians, 5 British, 5 Americans, 3 Chinese, 3 Vietnamese, 2 Canadians, 1 Belgian, and 1 Indian.

Another senior US diplomat is reported to have tested positive for coronavirus and is currently in quarantine in the US Embassy in Phnom Penh.

COVID-19: Number of Cured Patients Reaches Nearly 83%
AKP Phnom Penh, August 04, 2020 --

Cambodia recorded three new recovered cases of the novel coronavirus (COVID-19), bringing the total number of cured patients to 200, or 82.99 percent of the total cases, announced the Ministry of Health in a press release issued this morning.

According to the same source, two of the new recovered patients are Cambodians returning from Russia via Malaysia. The other one is an American senior diplomat at the U.S. Embassy in Phnom Penh. They have been allowed to be discharged after being tested twice consecutively.

Meanwhile, a new case of COVID-19 was detected on another American senior diplomat holding A visa. He was found positive on Aug. 3 on his third test or the 15th day of his quarantine. He is now in a separate room in the U.S. Embassy.
