This should only be a surprise to the media and liberals of the world. But don’t worry, they will continue to live in their own bubble of BLM, hating Trump or Boris or anyone else who interferes with their bubble.

Commercial fishing vessels are a branch of the Chinese military. Not de facto. The military tells them where to engage and if necessary, ram other vessels and have coast guard and navy ships a short distance away, ready to intervene if any response occurs. They sail in fleets with support vessels, just like any naval force.

This is total war.

china is engaged in 'total competition'; everything short of actual war

The OP report is a very good doc. It lays bare one big part of the whole enormous tragedy of industrial scale modern fishing.
The oceanic eco-systems are in a worse state than the terrestial.

Thank the stars for marine environmental monitoring organisations like this - but then we need equally effective multi-lateral responses.
Any wise stewardship of ocean resourses that we do have, has come from this approach. There have been some good successes in international fisheries management.
nb, strong enforcement by individual natoons is also a crucial part of the success of international treaties. You cant just hand it over to a treaty.

Unfortunately multi-lateralism and the system of internatioal treaties, pacts and regulation is not favoured by some of the major players right now.
And allocationg national defence resourses to protect natural resourses has always been an uphill battle anywhere. Sadly
