Do those fucks even have bullets in their mags?
I don't see why they wouldn't have any rounds in them. It'd certainly be embarrassing if there ever was a massive heist and they'd be standing there without ammo. What are they gonna do, throw their shoes or what? But even if they don't have any bullets, the fact that nobody knows, means that nobody's going to take the risk. In the immortal words of Clint Eastwood "Do you feel lucky?"

Whereas I'm pretty sure, that the motorcycle police guys that stand on Russian Boulevard every once in a while with their black gun scabbards, aren't actually packing heat. If they really had a gun on them, why would they carry it in a case? Why wouldn't they just make it obvious that they are armed? When the same guys are on patrol during the night they carry it in plain sight. If they actually had to use their guns, at the point that they had actually gotten the thing out, they would've been shot a couple of times already. It just doesn't make sense.
