Eva air flies through Taipei, and there are flights between Taipei and PP from beginning of August for sure, but not sure when they start or if they are already operational.Check their website. I think their tickets are only available directly from the airline.

my singapore airlines flight was canceled and I purchased Eva flight August 4th. If you go to the eva airlines website you can track the flights to see what actually flies and what was canceled.

Taipei is open for transit.

EVA flies through Taipei. Flight is 16 hrs US to Taipei. 2 hr layover, 3 hrs flight to Phnom Penh. Only bad is flight leaves near or after midnight.

On Singapore Airlines, flew from the US to Manchester was 10 hrs, then 1-2 hrs layover, then another 12-14 hrs to Singapore. Singapore to Phnom Penh was 2 hrs. The only good was an afternoon departure.
