unless I'm missing something, there can't be enough Riel in circulation to replace $1 and $5 notes, otherwise there'd always be tons of it floating around wouldn't there ?

Japan has a slightly larger position in US debt. 5% is probably riskier for the creditor than the debtor. The USA has steadily reduced China's position over the past 8 years. A great deal of the QE money went into buying back bonds.

Huh. This seems completely backward to me. It's the stupid fucking $100s coming out of their ATMs that are a pain in the ass to me. You don't even get that in the US, because everyone knows it's dumb to walk around with nothing but $100s, trying to pay for a standard $20 meal or item. Even worse here where you're trying to buy $1-$10 things and get only $100s from the bank. They just need better large riel notes to pay for rent, etc, and to get rid of the completely useless and annoying 100 riel.
Do you think the parents of baby boomers whined so much when the boomers started changing society? And yet the whiney ones like to call young people "snowflakes." Hmm...

Cambodia News, Phnom Penh: Due to recent social media rumors concerning the validity of certain dollar bills, a statement has been issued by the National Bank of Cambodia to inform the population that US$1, $2 and $5 notes are still legal tender in the Kingdom of Cambodia.

If they give back 32,000 riel, that could be 4 notes (3 x 10,000 and 1 x 2,000)

If they give back $8, that could be 4 notes (1 x $5 and 3 x $1)

Where's the problem?

Won't worry me I use Riel mostly only use $$ when asked for it ,then it's a hassle to go atm for $$

Despite my 3 USA trips and couple of years in PP, I’ve never seen nor handled a $2 bill. Before this, if one had been handed to me, I’d have thought it was fake 🤣
