The International Committee of the Red Cross yesterday handed over more than 1,200 booklet copies about rules and regulations to the Directorate General of Prisons in a bid to distribute to foreign inmates in Cambodia’s prisons.
It said 1,200 booklets about prisons’ internal regulations have been printed in Thai, English, Vietnamese and Mandarin.
These booklets will be doled out to foreign prisoners so they have access to the necessary set of norms guiding their daily lives in the Kingdom’s prisons.
Chyngyz Rayimbekov, ICRC’s Deputy Protection Coordinator in Cambodia, said foreign inmates constitute a vulnerable group especially due to language barrier issues.
He said foreign prisoners need to be taken care of like female prisoners, minors, elderly detainees or those with disabilities.
Mr Chyngyz said the number of foreign inmates makes up five percent of the Kingdom’s prisoners who need access to rules and regulations to navigate their lives.

The International Red Cross plays a very dangerous game of also sanctifying parallel national bodies,
Hence you get the PM's wife, as head of the Cambodian Red Cross, using the brand for blatant electoral propaganda.
