he clearly says he is selling some of his land not all to get some money together. Are land prices still high in Kampot? maybe the chinese will be interested

Yes but it is river frontage legal or otherwise however as I said prior - he swimming with a notorious shark again

wait a minute, let me get this straight

American buys land without a full land title ILLEGALLY using a Khmer nominee on the river front
gets scammed
"HE" comes to the rescue, (why? khmers lose land to scammers all the time?) and not only gets him his land back, (whose name is it in now?)
but grants him Cambodian citizenship>

Hard to know without the details.
Couple of things come to mind. Given how much he's asking for the properties, and assuming he payed a similar amount 1-2 years ago, they may have taken into account how much he invested, in determining his eligibility for citizenship ?
I guess the granting of citizenship then provided the way for the properties to be transferred from the fat little guys name to his. For that, I dont think it matters if they're hard or soft title.

From memory he started buying land at least 5 yrs ago and I guess the riverfront land would have been about $40-50m2. I would have thought, giving it's location ... I have seen his house and it is pretty nice, that it was probably soft title. The scammer was deeply ingrained in the Land Office in Kampot so for him it was easy to propagate the fraud. Interestingly the head guy, and his deputy, were removed for corruption - both of them have houses and land in a beautiful part of Kampot.

The prices now being quoted is typical of Kampot Chara and grossly overpriced so if you were interested I would cut the $ in half as an opening bid.
