If you read what the head honcho of immigration said then you wouldnt be asking. He stated the app was has multiple benefits,tracking criminals who are wanted by the cops,also to TRACK DOWN over stayers.
Yes, but wouldn’t you personally only be concerned about being on the registry by July to be able to get a visa extension?
Overstayers will not likely care about the July deadline, but they will think twice about checking into an establishment that will register them.

They know if I'm in the country, or not. They register me every time I enter or leave, and they even place a permanent marking in my passport (stamp) every time I enter or leave. I even have to tell them where I am going to stay (arrival form) and if I already have a visa, or not. And which number my visa has.

So the purpose of this app is not to state whether I am in the country or not. The purpose of this app is to register where I am staying, on what day. You do not just have to specify a place, but also a (range of) date(s). And you have to tell them who your land lord is. And you have to provide the personal details of your landlord, either an ID card or a passport. That's not just the binary info about being in or out.

The silly part is that they want the landlord involved. Many foreigners do not have a landlord, they live in their own place. So it would have made sense to implement that option in the app. But this app has a lot going, but I haven't seen much sense in it yet. Like I said before, it's a can of worms and from an information / data perspective it's a disaster.

And what's even worse is they seem to want to use the same app for guesthouses and hotels. I just wonder which Khmer ID or passport Sokha hotel will use to register this app. :stir:

Hotel will check you in.

You are required to do the checking in / out with the landlord.

The problem with this system is it doesn’t differentiate between the place a foreigner normally stays and a place a foreigner spends one or a few nights on a trip. That makes the dataset pretty useless.
I own my own house so it seems pointless to check in and out if I am away from home for 2 days so many ppl wont bother. Say I stayed a night or 2 at the gf's parents house I wont bother for sure.
Of course you won't, but their goal is you will.

The thing I found odd was you are required to input your village but not your house number.

Many places don't have a house number, or even a street name.

Why are some of these people being paid visits by immigration recently because of this? I'm curious if they will just put their manpower into this and start showing up announced to peoples flat?

ANNOUNCEMENT ON FOREIGNER REGISTRATION – 1 MAY 2020

The Interior Ministry’s General Department of Immigration has recently announced that it will NOT ISSUE VISA EXTENSIONS for foreigners who are not registered on the Foreigners Present in Cambodia System (FPCS) by 1 July 2020. The FPCS will be used to manage foreigners’ information regarding their stay in Cambodia. It will record foreigner information when they arrive in Cambodia at any entry point and record their data when they leave Cambodia. The main purpose of FPCS is to protect foreigner safety and security in case of an emergency when they are travelling throughout Cambodia.

HOW DOES THE FPCS APP WORK?

The FPCS Cambodia App was developed to ensure smooth and easy registration.

The FPSC Cambodia App is free to download at –

There is a video tutorial ( on how the app works from the General Department of Immigration (although the video has Khmer narration, the images are with English text).

The in-app tutorial is in English and easy to follow. There are 6 steps for registration -

1. Create an account (Phone number, Password)
2. Upload a copy of your passport
3. Verify information
4. Enter valid phone number and password
5. Verify
6. Add information about accommodation

Phnom Penh Municipal and all provincial police chiefs have been asked to inform landlords to report foreigners staying in their houses so that they are listed in the FPCS. We advise that you check with your landlord to confirm that they have registered you on the app. If you do not have a landlord then you should register yourself on the app.

The only tricky part for me was the - house name - as it is just a rental house without a name like a guesthouse would have. I just entered the house number and street. Other than that it was self explainitory and simple to use.

Usually the police come to the house and fill out paperwork and take copy of passport and face pic.

I'm puzzled as to why they would not want a copy of a persons current visa or did I somehow miss that part ?
