Have you looked at the app? If you want to register, you have to register your hotel / guesthouse too, and the scan function is not to scan your passport / ID card, but the guests ID card. The app currently available only requires permission for mobile data / WiFi use and background refreshing. No GPS.

Well, time will tell how this will pan out.

so how does this work if you live with a cambodian family and they (technically) own the house
or even if you rent but they are the registered tenants?
could this be another poorly thought-through scheme from the royal government of cambodia?

Out of interest where are you getting the ios app,as people next door couldnt get it on ios,only in the android play store

Yes, from what I can gather, immigration are busy modernising their data gathering. So wherever you had to register before - hotel, guesthouse, condo, sangkat - they want to transfer your data (pp and visa number etc) on to an app. Your details go on the app and that's it, unless you move to another residence.
So AFAIK there's no tracking you by GPS when you leave home, but if you change residences then it has to be registered. No change really, except that you might be in the shit with this new registration if you are overstaying your visa.
