they returned a week ago, and are only now being tested and quarantined?
what about quarantining their families in the provinces
as it's much likely they took it from phnom penh than brought it back
it's just health-security theater (a slapstick comedy perhaps)
and punishment for disobedience

Have they been tested then?about 155 others were kept at temporary quarantine centres.

PM urges people to stay home
Prime Minister HE today called on the masses to stay indoors as much as possible to contain the spread of COVID-19, as Cambodia’s neighbours has not seen the curve flatten yet.
In a post on his official Facebook page, the premier asked people in the kingdom not to leave home except when absolutely necessary.
“Unless it is necessary, please do not stay outside,” Mr HE said. “And when you need to go, do not go as a group; only the head of the family or the member who really needs to go out to do something, should go out.”
Mr HE said that despite the positive result shown by his government in combatting the COVID-19 pandemic with no new cases reported for 12 consecutive days, the people needed to take extra precautions to protect themselves and others from contracting the coronavirus.

so what justification is there to restrict movement
when there are only a handful of active cases, and no new ones for nearly 2 weeks?

If it does goes to shit he can say “I told you to stay home, I told you to social distance..... etc etc”
And if nothing happens he can say “well done for following my orders”
It’s a win-win situation all round for him.

Cambodia Receives 16 Tons of Medical Equipment from China for Combatting Covid-19

Phnom Penh (FN), Apr. 25 – Ministry of National Defense of the Kingdom of Cambodia, on Saturday, received 16 tons of medical supplies, worth of USD 1 million, from China for combatting Covid-19.
This is the second time the Chinese Ministry of National Defense donated medical equipment and sent medical experts to help the Kingdom fight Covid-19.
While China was suffering from the spread of Covid-19, the Royal Government of Cambodia also donated equipments and supported China during the difficult time on behalf of the ironclad friend.(sic)
