Cambodia News (Phnom Penh): On April 16, 2020, at 10:40 pm, a Chinese man who is suspected of taking drugs, went crazy and climbed up on an advertising billboard on the Russian Federation Road, near Phnom Penh International Airport, in Khan Porsenchey, Phnom Penh.

Local witnesses said the Chinese man climbed on the SCG advertising billboard about 20 meters in height, and at first, people thought that he was a billboard fixer. Then, they realized that he wasn't a fixer, so they reported to the police because they thought he was high on drugs .

The police went to the scene and asked the Chinese man to come down, and a Cambodian woman helped to talk to the Chinese man and convinced him to come down. When he got down from the billboard he didn't speak to anyone, but just walked back and forth in a catonic state.

The police contacted officers from the Department of Immigration to come over and take the Chinese man to the immigration department for further questioning.

Maybe Ketamine. I was at a festival in the south of France in the mid 90s and loads of people were taking K and climbing up trees, the problem was they couldn't get down.
