Was this the same place where the father of a younge girl was kicking off outside because he knew his daughter was inside with older asian men. And the cops did nothing apart from arresting the father for breach of the peace?

it could always be a total coincidence that there was a regional pedophile ring in the UK using his guesthouse as a base in 2013, and then he turns up in Cambodia in 2017.
Indeed, a total coincidence.
Why were they released, it seems rather improbable that they had no idea at all what was going on in the guesthouse even if they weren't actively involved in it.

Yeah, the man was an out and out creep. No, I don't think it was a coincidence that he came to Cambodia.
At the very least, Bart Cronin and his father and brother were making their money through second-hand exploitation of children, and they had no problem with doing that. It's a disgrace that their case was dropped.
For years and years they rented their rooms to child abusers and it's impossible that they didn't know what was going on. After all, their neighbors even called the cops. On that occasion, the cops came to the guesthouse, but the girl didn't want to press charges if I remember rightly.
