Curious if anyone happens to know which country(s) may have chartered Qatar Airways, flight QR3481, to help their citizens get out of Cambodia?

France for one. They have better Personal Protection Equipment (PPE) than the UK's NHS at the moment, due largely that all the manufacturers that supply the UK in China were seized by the Chinese in January and February. It's worth reading the entire article, which makes it sound like a very bad idea to go to a hospital in Cambodia if you have mild symptoms and do not need emergency respiratory care. The expat concerned here says he has no symptoms at present, but is currently sharing a hospital room with others who are sick and infectious.
So if you have mild flu symptoms and think you may have coronavirus, if at all possible, stay home and self-isolate from family and friends.

This is a transcript of a phone interview conducted with an expat who has been living in Cambodia for more than a year. They have requested that they remain anonymous.
For the first few days, you don’t think you’ll be here very long – and then you’re just stuck in a room. After that first wave of very painful experiences, things got better and you get used to it. You feel some sort of acceptance and indifference, you make a routine.
From when I first got here, things went well for a while until four new people came in. There are only 10 beds here in one big room. First, we were three, then five and then nine before they brought in an older french tourist with severe symptoms.
His oxygen saturation level was flashing red on the machine, the doctors told us he had a very high viral load and that we should stay away from him, and wear masks at all times.
Everyone kind of panicked, because some people had started testing negative and were worried about getting infected again. A Khmer national and the older French tourists showed severe symptoms and needed to go on the oxygen tank.
When I came here they went all crazy, it was horrible, the longest thirty minutes of my life. Hospital staff, security, bystanders, they all gather thirty metres from you, take pictures, run away, they all get scared.
I’m just very happy that my name didn’t get published, because some foreigners here had their passport photos shared on social media. So I’m happy mine wasn’t all over the news.

TOP NEWS: Cambodia Confirms Four New Cases of Covid-19, Tallying to 107; 23 Recovered

Phnom Penh (FN), Mar. 30 – Cambodia confirmed four new cases of Covid-19 on Monday, adding up to 107, according to the Ministry of Health’s press release dated 30 March 2020 (updated as of 9 a.m).
The newly infected four people include:
1. a 30-year-old Cambodian man working in a casino in Poipet;
2. a 36-year-old Cambodian man in Kampong Cham returning from Japan on 28 March 2020;
3. a 20-year-old Cambodian woman in Phnom Penh’s Orrusey returning from UK on 28 March 2020.
4. a French man in Phnom Penh’s Tuol Tompoung returning from Guyana on 22 March 2020.
Today, two patients recovered, including a 38-year old man from Siem Reap who were infected from the Japanese; and a 35-year-old man in Banteay Meanchey.
Cambodia has confirmed 107 cases of Covid-19 so far; 23 recovered in total.

Breaking Cambodia News, Phnom Penh: On the morning of March 30, 2020, Samdech Techo HE, Prime Minister of Cambodia has announced the closure of all casinos across the country from April 01, 2020 to prevent the spread of Covid-19.
However, the Prime Minister confirmed again that the factories will not be closed because this is part of the national economy.
