Easy.

Army, lots of baton rounds, dogs (bitey, not sniffy ones), cages to house the animals (the human ones) back at the detention camp, plus a good kicking too back at a detention camps, phones confiscated and destroyed, no body cams, immunity for the squaddies.

Court next day. No bail whatsoever, remand all the way. Upon conviction 10 years for Arson and or insurrection.
