The new confirmed case was found on a British woman, 65, who left Ho Chi Minh City, Vietnam on Mar. 5 and arrived Phnom Penh on Mar. 7 by Viking Cruise Journey, after sitting next to a Vietnamese national, who was later detected with the deadly virus, on a flight from Hanoi to Ho Chi Minh City.
The new case is now put under quarantine at a hospital in Kampong Cham province where the ship is docking, said H.E. Minister.
The woman is currently in good health, he underlined, adding that other passengers and crewmembers are not allowed to leave the ship and will be all tested.

Key New info: Captain of cruise ship was informed that 5 boat passengers shared a UK-HCMC flight with a confirmed case of Covid19. When the boat arrives in Phnom Penh 5 are taken to Russian Hospital. 3 are tested, 2 refuse. Results come back negative for 3. They all get back on boat and go to Kampong Cham. Whilst cruising up river ministry of health contact boat and tell them that the 2 who refused must be tested. Dock in Kampong Cham and 2 are tested. Sample sent to Pasteur. 1 is positive for Covid19. Quarantine for those 2 at hospital. Other folks on boat are held on the boat.

That article and accompanying Ministry of Health press release has this sentence near the end:

"មិនឲ្យចាកចេញមកលើគោក នៅរាជធានីភ្នំពេញឡើយ នៅពេលរង់ចាំលទ្ធផល។"

In this case in Cambodia , two people who were on the same flight reported refused to get tested for coronavirus and were allowed to go on their way.
If people take the piss like this then we can't blame the authorities for tightening up the travel procedures and quarantines.

And from the 5 passengers flagged up and "transported"(by whom?) to the Russian Hospital: 3 are quarantined on the boat, 1 is positive and in Kampong Cham Hospital and 1 is negative and also quarantined in K Cham.
Also dates between arriving in Phnom Penh on the 7th and being tested on the 7th and today (the 10th) are not stated.
How long does it take a river cruiser to get from PP to K Cham? What did they do on the 8th & 9th? What are conditions and procedures like in the hospitals visited?
Where is that boat? (99% in K Cham on the river but that error is worrying, either it's in PP e.g. it returned this way after dropping off the 2, or it was an error in the press release causing further 'Fake News' and rumor/panic)

Vietnam now has 34 confirmed Covid-19infections, with 210 suspected cases and over 20,000 in quarantine. Last Thursday, it had 16 recovered cases and had not reported any new infections for 22 days. But on Friday, Vietnam’s 17th case was announced in Hanoi.
The city’s patient zero, a woman named Nguyen Hong Nhung, had last month visited London, Milan and Paris and returned home from London to Hanoi on a Vietnam Airlines flight on March 2.
Nhung is the only person referred to by name on the government’s portal since the latest infections emerged. The Vietnamese online community has since expressed outrage towards the 26-year-old Hanoi resident, who reportedly lives in an extravagant home and regularly flaunted her jet-setting lifestyle on her now-closed Instagram account.
Several Facebook groups have been formed to rant about her, accusing her of being a spoilt rich kid, being irresponsible, and calling for jail time and fines to be imposed on her.
One of the groups, “Nhung Nguyen – COVID-19”, has garnered over 10,400 members.
Twelve of the country’s new cases flew on the Vietnam Airlines flight with Nhung, who was in business class. One of them is Vietnamese and the remainder are foreigners. The country’s Planning and Investment Minister Nguyen Chi Dung, who sat several rows from Nhung on the flight, tested negative. He is currently in self-quarantine at home.
The other new infections include Nhung’s personal chauffeur and her aunt, while a 24-year-old Vietnamese woman who had met with Nhung in London on February 27 also tested positive. She is now being quarantined in a field hospital in Ho Chi Minh City.
On Tuesday, Vietnam’s health ministry confirmed a 34th case – a woman who had returned home from a trip to the United States. The 51-year-old woman is being treated at a hospital in the central province of Binh Thuan.
Nhung’s neighbourhood in Hanoi, home to 22 families with 176 residents, was locked down as soon as she tested positive. Authorities have identified 156 of the 201 passengers on the flight from London and the places they have visited since arriving, and are still tracing the remaining passengers.
