Phnom Penh, Cambodia Breaking News: A 39-year-old woman has been taken in for questioning by police for a second time on 19 February 2020, regarding her shameless posts on social media. The businesswoman, who lives in Phnom Penh's Tuol Kork district, is known as Thai Srey Neang and she is known for selling her sexy products online through social media.
Earlier the same day, the Cambodian woman was taken to the Toul Kork Police Inspectorate, where she publicly apologized for her mistakes and made a contract to stop broadcasting sexy photos and video clips. However, a few hours later, she posted the same sexy image for the second time.

Lieutenant Colonel Seth, deputy chief of the National Police and Phnom Penh police chief, said that the cops actually detained the woman because she is involved in an indecent display of shame. Toul Kork district police chief Sok Heng said that this time, he might be taking legal action because the woman's online posts are an insult to the dignity, tradition and honor of Cambodian women.
The Phnom Penh Municipal Court prosecutor Keo Thea confirmed that the arrest was made at his behest.

In the meeting of the Cambodian National Council for Women on February 17, 2020, Prime Minister HE ordered the Ministry of the Interior to work on technology crime, to view and take action against pornographic videos of some Cambodian women that were filming and posting on social media, because this has a great impact on the morale and morals of Cambodian women in general.

PHNOM PENH (Thomson Reuters Foundation) - A crackdown in Cambodia on women who wear provocative clothing while selling goods via Facebook live streams was slammed by women’s rights groups on Wednesday as dangerous and baseless.

Prime Minister HE said low cut tops were an affront to Cambodian culture and ordered authorities to track down Facebook vendors who wear them to sell items like clothes and beauty products - a popular trend in the conservative country.

“Go to their places and order them to stop live-streaming until they change to proper clothes,” the prime minister told the government’s Cambodian National Council for Women on Monday.

“This is a violation of our culture and tradition,” he said, adding that such behaviour contributed to sexual abuse and violence against women.

While Cambodia’s young population is increasingly educated, many expect women to be submissive and quiet, a legacy of Chbap Srey, an oppressive code of conduct for women in the form of a poem that was on primary school curricula until 2007.

The national police posted a video to Facebook on Wednesday, in which a Cambodian woman makes a public apology for sullying the “tradition and honour of Cambodian women” by wearing “extremely short and sexy clothes” in her online sales pitches.

Facebook was not immediately available to comment.

Sure - they are well known knocking shops.. There were a few along the Stung Meanchey bridge

Amnesty International considers this arrest as a violation of the woman's human right to freedom of expression and an affront to gender equality. Not sure where they are going with this.

Cambodia: Drop discriminatory ‘pornography’ charges against Facebook seller

Responding to reports that Facebook vendor Ven Rachna (also known as Thai Sreyneang) has been charged with offences related to pornography and sent to pre-trial detention, Amnesty International’s Regional Director Nicholas Bequelin said:

“These transparently trumped-up charges are an affront to gender equality and make a mockery of the rule of law. The arbitrary nature of Ven Rachna’s arrest and the discriminatory abuse of her freedom of expression represent a troubling regression in the state of women’s rights in Cambodia.

“At a time when the Cambodian government is boasting of its human rights record this case reveals the cruel reality of repression and discrimination facing many in Cambodia today.

“These charges rest on the abusive misapplication of a law which was supposedly intended to combat human trafficking, but instead is being used to oppress women. Ven Rachna must be released immediately and all charges against her dropped.

“Gender-based violence and inequality plague Cambodia, and this case only makes a bad situation worse. Instead of demonizing and harassing women who try to make a living online, the Cambodian government should be addressing the root causes of its appalling record on women’s rights.”

BACKGROUND

On 21 February 2019, the Phnom Penh Municipal Court charged Ven Rachna (also known by her Facebook moniker Thai Sreyneang) with “Pornography” under Articles 38 and 39 of the Law on Human Trafficking, in addition to “Exposure of a Sex Organ” under Article 249 of the Criminal Code. She was then sent to pre-trial detention in Phnom Penh’s CC2 prison. The combined charges could result in up to 15 months’ imprisonment.

Is this clampdown on sexy sellers a breach of their human rights, or an attempt to stop "sexploitation" of Khmer women ? Is this ban a good thing for Cambodian women, or is it yet another method of controlling women in Cambodian society ?

Ministry supports ‘sexy’ ban

The Ministry of Women’s Affairs plans to form an inter-ministerial working group soon to monitor, disseminate, educate and take action against those who spread and share pornographic pictures or videos on social media.

The ministry’s Department of Information deputy director Pen Kunthea said on Tuesday that after HE’s recommendation, her ministry and other relevant ones discussed ways to stop online sellers using pornographic imagery, such as showing excessive cleavage, and eradicating it from social media.

The Ministry of Women’s Affairs on February 24 issued a press release saying that the measures had been met with enthusiasm from the public because people wanted to stop the sharing of pornographic pictures on social media among online users.

The statement said: “The measures aim to protect the rights and dignity of humans, especially women. The measures increase the wellbeing of citizens and preserve and promote the traditions of our nation.

“The measures are aimed at a small number of online sellers who use pornographic pictures that contradict the laws and are not aimed at restricting the rights and freedoms of Khmer women.”

At the annual meeting of the Cambodian National Council for Women to review last year’s work and set goals for 2020, on February 17, Prime Minister HE instructed the relevant authorities to educate online sellers who use pornographic pictures or nudity before taking any concrete action.

Until now, the police have detained only one online seller. The seller was initially warned and advised about the inappropriateness of her content on social media sites. However, she failed to follow the recommendations and has since been sent to court for legal proceedings.
