16 North Koreans Expelled from the Kingdom of Cambodia

Siem Reap, Cambodia Breaking News: The General Department of Immigration announced on 3 January 2020 that sixteen men from North Korea will be deported from the Kingdom of Cambodia.
An investigation by Siem Reap immigration authorities found that the 16 North Koreans have been living and working illegally as online software installation technicians. They have been fined for working without a business visa or a work permit, and therefore they will be expelled from the Kingdom.

This latest deportation of North Koreans working in Cambodia may well be connected to the recent closure of all North Korean restaurants in Cambodia as well as the Siem Reap Panorama Museum, in order to comply with international sanctions against North Korea directed by the UN Security Council.

So, Cambodian authorities just found these guys out of the blue, eh? Oh, and even fishier, they were "online software installation technicians," a.k.a., hackers?

I'm assuming high level DPRK citizens? Not just anyone from that country can get a passport or leave the country. I knew the ladies working at the restaurants were from high ranking families and most had masters or a PhD from Kim il Sung university.

Are DPRK citizens eligible for visa on arrival here?

UPDATE: The North Koreans allegedly entered Cambodia as tourists, but were working for illegal Chinese online scammers in Siem Reap.
January 7, 2020
North Koreans nabbed for working illegally
Siem Reap Provincial Police on Friday arrested 16 North Korean nationals for illegally staying and working in the Kingdom.

Brigadier General Chea Kimsan, chief of the provincial immigration police department, on Sunday said the 16 men, whom he did not name, were IT technicians working for a Chinese online gambling operation in Siem Reap city.

He noted that the North Koreans were arrested at about 3.30pm on Friday in an apartment in Svay Dangkum commune, a building used to run the gambling operation.

Brig Gen Kimsan said that after questioning them, police found out that they are North Korean nationals, on tourist visas, whom United Nations sanctions prohibit from working in the Kingdom.

“Cambodia is a member of the United Nations and has to follow the sanctions,” he said. “According to UN sanctions, North Korean nationals are not allowed to work in Cambodia but these 16 men used tourist visas and worked illegally for nearly a year in the Kingdom.”

Brig Gen Kimsan noted that after their arrests, police fined them for overstaying their visas and they will be deported today.

Caught in Cambodia: 16 North Koreans Busted for Operating Illicit Chinese Gambling Site

Law enforcement officers in Cambodia recently arrested 16 North Korean nationals for their roles in running an illegal gambling operation with ties to China.

The North Koreans, who weren’t identified by Cambodian authorities, were working as information technology (IT) staffers for an unnamed Chinese online gambling outfit. The Southeast Asian country, which borders Laos, Thailand and Vietnam, passed legislation last year prohibiting online gaming and that law went into effect on Jan. 1.

Brigadier General Chea Kimsan said the North Koreans entered Cambodia using tourist visas and overstayed those permits, proceeding to work for the Chinese gaming concern for over a year.

Cambodia is a member of the United Nations (UN), which has levied an array of sanctions against North Korea, including prohibiting citizens from the country from working in other nations.

North Korea Gaming Ties
Ruled with an iron fist by Supreme Leader Kim Jong-un, North Korea has some of the strictest anti-gambling laws in the world, but that hasn’t stopped some of its citizens from profiting handsomely from the industry. As Casino.org reported in 2016, North Korean coders, software programmers and web developers were estimated to have raked in $860 million for work performed on gambling web sites around the world.

Cambodia says it has repatriated all N. Korean workers: U.N. report
Cambodia has repatriated all North Korean workers in compliance with U.N. sanctions aimed at cutting off Pyongyang’s revenue from labour exports, a U.N. Security Council committee report showed Friday.

As of Dec. 22 last year, all North Korean workers in Cambodia were repatriated, Cambodia reported to the council late last month, according to the report by the U.N. Security Council Sanctions Committee on North Korea.

Authorities in Cambodia “found that 115 North Korean workers were working in Phnom Penh and in Siem Reap Province” and all workers have been sent back home, the report said.

The report said Cambodia has shut down all businesses run by North Koreans including restaurants and museums, disclosing the names of 11 companies and 8 restaurants.

Cambodia also decided in late November not to extend the visas of North Korean nationals who worked in the country.

Approx 100,000 Nth Korean "guest" workers repatriate approx US2.3 bill back to Pyongyang every year.
The US/UN are pressurising all countries to stop this migrant-labour/money-flow as it breaks the sanctions.

China and Russia are the big users of these migrants but also the middle east and SEA.
apparently

They are famous for hard work, technical intelligence and well drilled forced labour.
so they are much in demand
