Why bother with the kit at all then? Boots are to protect feet and give grip. Cambodian kids have feet like blocks of mahogany - I've played football with youth who insist that they can't kick the ball right wearing 'those things'.
Often they only wear them because they think they ought to, not because they want to.
Ever wear studded or bladed boots on a hard Cambodian football pitch? You finish the match almost crippled!
