Not banned everywhere, in Mongla in northern Burma on the Chinese border, one of the attractions for the Chinese, (foreigners are not allowed in) is the animal trade, ( plus casinos and working girls)

I think it's plausible. Price the test so high that most wouldn't want to take it unless they were dying. After watching the HE video about this virus, HE says Cambodia cannot afford to turn away Chinese people. The government doesn't want another sick person on the radar.

Update January 31: Modeling the Spreading Risk of 2019-nCoV

We believe the actual number of 2019-nCoV cases in mainland China are likely much higher than that reported to date. Specifically, we estimate there to be around 58,000 cumulative cases of 2019-nCoV in mainland China by the end of January (as of January 31, the reported cases is close to 12,000).
Furthermore, based on this analysis, we believe the outbreak began in November, and there were already hundreds of human cases of 2019-nCoV in Wuhan in early December. The estimated verses confirmed cases during January are presented in Figure 1.

I call bullsh1t on this.

Unrestricted flights from China still and Wuhan in particular at the start.

Rumour is that testing costs $400, since there is no treatment, what is the point in being diagnosed at the equivalent cost of over 3 months wages for most people?

The big man is in denial, worried about losing the Chinese tourism $$$$, and is downplaying the virus.

IMHO, this will break out real bad within 8 weeks in Cambodia.
