With up to 25 flights to and from China yesterday, flown by more than 8 carriers at Phnom Penh International airport, the risk of the coronavirus pandemic becoming more widespread is feared by health authorities.
Except for Wuhan, the epicenter of the coronavirus outbreak, flights to many other destinations, some by multiple airlines to the same destinations, continues while some countries had banned flights from Wuhan altogether.
A Cambodia Airport flight control officer, speaking on condition of anonymity at the Phnom Penh International Airport, said that flights were continuing as normal yesterday despite the report of the first outbreak of the virus yesterday by the Ministry of Health.

I'm wondering if we are panicking too soon. We know the world is over populated and I believe the population of Wuhan is 11 million so should we only start to panic
when 10 % of a city dies . That's 1 million for Wuhan.

What’s interesting is that there seems to be no traffic there, but there’s no airport closure message. That may be listed elsewhere, which happens and can be bloody annoying.
My guess would be that if the airfield is ‘closed’, they simply reject any flight plans, and any flights normally planned to Wuhan are now operating to other airfields ‘nearby’. Whatever they might be. There’s several around 150nm radius.

UPDATE on CORONA VIRUS VICTIM, JIN JIANHUA, SIHANOUKVILLE:
Sihanoukville, Cambodia News: Jin Jianhua, the Chinese national who is the first person to be detected with the new corona virus in Cambodia, was visited by representatives on the Ministry of Health. He is doing well, but is being keep in quarantine at Sihanoukville Referral Hospital. His family members, who show no signs of illness, are also being kept in quarantine until they get the all clear from health authorities.
