I finally spoke to the Colonel at Brigade 70..
The man was a captain. He joined in 2015. He rarely performed his duties and was lazy. His family gained him his position, but he has brought disgrace on his uniform, the unit and his family.
We wish very much to find this person, as he is no longer entitled to be classed as a man.

About the guy. He went through staff college and joined the unit in 2015. His work attendance record was poor and his duties neglected, only collected his salary. He was not a professional soldier in attitude unlike most of my friends. His family are fairly well to do, so it was impossible to remove him, just no promotion. The Brigade orders are clear, he is disowned and anyone giving sanctuary will be charged. His weapon was removed from the base without authorization. He is in hiding, no-one knows where at the moment. No-one is sure if he has another weapon. The fact that he left his service pistol at the scene shows his state of mind. He is classed as unstable and unpredictable. Likely to be suicidal.
About the lady. It's common news now that she was a good lady with a bright future, studying medicine and of great benefit to Cambodia. Everyone is saddened at the loss.
The Brigade Colonel is happy that CEO has posted pictures of the guy and expats are on the lookout for this sack of shit.

I have not been in the KOW for that long (probably a bit more then 3 years) but from what I have read previously in CEO then there is every possibility that this scum could get his family to pay "compensation" and at the very least get a reduced sentence if any? Possibly buy the best available legal team and get out of it?
Stern, Mish and some of the other longer term expats might be able to answer that.
This girl had a life ahead of her. This girl had hopes and she had dreams for her future.
Now her family has lost a daughter, a sister, a niece, a grandaughter.
I personally hopes that he doesn't off himself but gets to spend his life without parole in prison.
I am not knocking the system here so much as I am well aware that this as happened in my own country where a "legal technicality" or a very well paid defence team will get a case acquitted or a minimum sentence.
But I would like to know what others think.
