PHNOM PENH (Reuters) - Thousands of striking Cambodian workers of a Hong Kong-listed casino company returned to their jobs on Saturday after winning wage increases and the reinstatement of a suspended union leader in a rare labor victory.
About 3,000 workers had joined the strike in front of the NagaWorld hotel and casino complex, owned by Nagacorp Ltd (3918.HK), in Phnom Penh to demand higher wages. Workers get paid between $150 to $250 a month.
The deal struck with NagaWorld also obtained the reinstatement of their union president, Chhim Sithar, who was suspended in September.
“Today, we returned to our shifts,” Hai Sopheap, 31, one of the strikers and union activist, told Reuters on Saturday, adding “this victory came out of our solidarity.”
Sopheap said NagaWorld had agreed to raise workers’ salaries between 18% and 30%.
Strikes over pay and working conditions are common in Cambodia and victory for workers is rare.
“The outcome will pave the way for the union to negotiate for other remaining demands,” said Khun Tharo, a program coordinator at the Center for Alliance of Labor and Human Rights.
NagaWorld did not respond to requests for comment.

Casino developer and operator NagaCorp Ltd says that all of the employees of its NagaWorld casino complex (pictured in a file photo) in Phnom Penh, that took part in a strike last week, had returned to work on Sunday “without any wage increases”.
In a Tuesday filing, Hong Kong-listed NagaCorp noted that business operations of the group “remained normal” during what the company said was an “illegal strike” last Thursday. In a Saturday report, Reuters news agency quoted one of the strikers – a union activist – as saying that the disgruntled workers had returned to work after NagaCorp agreed to raise the workers’ salaries “between 18 percent and 30 percent”.
The Reuters story also said that under a reported deal between the striking employees and NagaCorp, the strikers had obtained the reinstatement of the NagaWorld Union president, Chhim Sithar, who had been suspended in September. Tuesday’s filing by NagaCorp made no reference to Ms Sithar and whether she had been reinstated.
GGRAsia approached NagaCorp for a comment but had not received a reply by the time this story went online. But in Tuesday’s filing to the Hong Kong Stock Exchange, NagaCorp said that “all the employees” who participated in Thursday’s strike had returned to work on Sunday, “pursuant to … court orders” obtained by the company.

Usually abuzz with electronic lights, flipping cards and human voices, the tables at the gleaming NagaWorld casino resorts in Phnom Penh have finally gone silent.
The towering casino and hotel complexes near the city’s Diamond Island addition closed 1 April by order of Prime Minister HE as a preventive measure in the Cambodian fight against Covid-19.
Now, without the stream of mostly Chinese gamblers that made the sole casino operator in the capital by some measures one the largest gaming operations in Southeast Asia, about 9,000 employees that make their living between the two neighbouring NagaWorld facilities are left to wonder what their fortunes will hold.
Now, almost a month after the gaming facility was temporarily shuttered, Sithar says the disruption has taken a toll on her organisation’s approximately 4,000 members.
“They have been struggling with basic daily expenses,” she told the Globe. “I have got a lot of concern from my members, it’s been difficult for them.”

About 200 NagaWorld employees demonstrated at the Labor Ministry on Tuesday after Phnom Penh’s sole licensed casino operator stopped offering workers suspension pay while casinos remain closed amid the Covid-19 pandemic.
Chhim Sithar, president of NagaWorld’s employee union, told VOD that the company had originally agreed to pay workers 50 percent of their salaries while the casino was temporarily shut under government order due to the pandemic, but NagaWorld had stopped paying them as of this month.
Labor Ministry spokesman Heng Sour could not be reached for comment. NagaWorld’s head of communications Dy Seyha declined to comment, saying she was busy in a meeting.
NagaWorld worker Ry Sovandy told reporters outside the ministry that she would not be able to provide for her family’s daily expenses without an income, and the bank has started calling her about loan repayments.
“This strongly affects us,” she said. “Most of the banks do not tolerate [late payments]. We don’t know what to do.”
According to Sithar, there are nearly 9,000 employees working in NagaWorld’s casino and hotel operations. In its annual report, the Hong Kong-listed company said it had earned a net profit of $521 million last year, boosted by a 20 percent increase in gross gaming revenue, which reached $1.7 billion.
