‘No Exceptions’ for Illegal Constructions, but Some Problems Remain: Official

Illegal construction will not be tolerated by authorities in Preah Sihanouk province, but a small percentage of problems related to new construction — which has boomed in the coastal province in recent years — could not be helped, a provincial official said.
“We have more than 800 construction projects [in Sihanoukville] and there are between four and 10 that have problems. That cannot be avoided,” provincial government spokesman Kheang Phearum said on Tuesday.
“But what authorities as well as expert officials have been working on is to strengthen law enforcement and technical standards,” Phearum said.
More than 200 projects of the total have been completed in recent years, he added.

By early September, the Construction Quality Control Commission suspended 15 construction projects that were deemed unsafe and slated for demolition, Phearum said.
Cheap Sotheary, Preah Sihanouk provincial coordinator for local rights group Adhoc, said since the 28 people were killed in the collapse in June, authorities have paid attention and took action to prevent construction found to be unsafe.
But Sotheary said she had not seen any buildings that failed to comply with technical standards removed, but only renovated.
“Authorities should tighten the inspection of construction paperwork and should have expert officials take charge of technical work in construction. Both the Cambodian side and investors have to take responsibility,” she added.

Over 1,000 constructions inspected, 27 demolished

Authorities demolished 27 constructions that were found to have posed a high risk to safety. They ordered another 636 sites to sign contracts agreeing to comply with legal procedures this year, a government report said on Wednesday.
The Ministry of Land Management, Urban Planning and Construction, the Construction Quality Inspection Committees in Preah Sihanouk and Banteay Meanchey provinces and relevant institutions carried out a total of 1,156 inspections on construction sites during the year, the report said.
A working group to resolve disputes stemming from construction work garnered 24 complaints. Of these, it resolved one, referred three to its department in the capital, four to the Phnom Penh municipal administration and one to the General Department of Cadastre and Geography.
The group is also currently attempting to resolve 14 cases after having suspended one.
Disputes involving 330 construction sites were also mediated, which required 7,625 people – including owners and workers – to receive instruction and education, the report said.
It said the working group had inspected the construction sites to provide the owners with construction permits, repair permits and other relevant documents.
Ministry secretary of state Theng Chan Sangvar said his office would continue to conduct administrative checks, while the Cadastral Committee would visit sites to investigate complaints related to administrative work.

Sihanoukville, Cambodia Breaking News: A Chinese construction site which is located along Independence Avenue in Village 03, Sangkat 4, in Sihanoukville, was ordered to stop work on January 9, 2020.
Mr. Sok Seiha, director of the Sihanoukville Construction Office, said that after investigating the complaints of 3 neighbors, he has ordered a temporary ban on the Chinese construction while further inquiries are made. The complaints concern structural damage to houses ajacent to the building site.
The managers of the building site say that they have lost the papers authorizing the construction, and the authorities have forbidden any further work until the correct legal procedures have been followed. There is also an inquiry into the damage that has been caused and the need for compensation that must be terminated before any further building is permitted on the site.
