You’re very right. But there are lots of both average and poor who aren’t in power who consciously make bad decisions because they are too stubborn or self-serving to change their behavior. These are just as detrimental as the ones who do it for money and power reasons.

Think it is done on computer now and it is in english and khmer. Questions are random from a database so you don't know which ones will be asked.
For example I was told one for motorbike is "what do you do if you get a front puncture" answers a)brake with rear brake, b) brake with both brakes, c)release throttle do not brake.

Transport truckers get safety training

The Asia Injury Prevention Foundation (AIP Foundation) will train 1,000 truck drivers who transport garment and footwear factory workers in Phnom Penh and six provinces to ensure safe commute for them.

The NGO will also launch an app to monitor and evaluate training results, which is conducted through the organisation’s “Safe Driving and Economy Step2” programme, according to AIP Foundation director Kim Pagna.

Pagna said the course will focus on truck drivers in Phnom Penh and the provinces of Kandal, Kampong Speu, Kampong Chhnang, Kampong Cham, Svay Rieng and Takeo. The programme will kick off in late November after trainers, who are officials from relevant ministries, complete training in mid-November. The NGO also plans to expand training to other provinces in the future.

For now, the training focuses on two areas – safe driving and economical driving.

The former involves obeying the road traffic law, inspecting vehicles before departure and identifying any problems.

The latter involves fuel-efficient driving and how to drive to reduce emissions from old trucks. The training will show drivers techniques in fuel economy and environmental pollution reduction.

“During training, truck drivers will learn road rules, driving techniques, how to drive safely, as well as how to inspect a vehicle before travelling. As a result, drivers will be able to provide safe transportation services for workers, so they meet with fewer accidents or no accidents at all,” Pagna said.

NSSF provides training to drivers of factory workers

As many traffic accidents involving garment workers are caused by a lack of knowledge of the law, a senior official said training and disseminating the rules of the road to the drivers of vehicles transporting them is an essential task that must be continued on a regular basis.

National Social Security Fund (NSSF) deputy director-general Heng Sophannarith made the remark while chairing a June 23 meeting held to discuss effective ways to educate the drivers of such vehicles about the traffic law.

“Educating these drivers remains an essential task. Many traffic accidents involving workers travelling to and from work are caused by speeding, failure to respect the right of way, dangerous overtaking or failure to inspect the mechanical condition of their vehicle,” he explained.

He emphasised that although an understanding of the law would not eliminate traffic accidents completely, it helps encourage road users to drive in a more responsible manner.

42 Injured as Garment Worker Vehicle Overturns

Cambodia News, (Kampong Chhnang): According to the Kampong Chhnang Provincial Road Traffic Police Office, on June 27, 2023 at 18:25 in front of Seb Administrative Police Station, between km 65-67, Kbal Thnal Village, Seb District Commune. Kampong Tralach, Kampong Chhnang Province, a traffic accident occured between a motorcycle and a blue HYUNDAI truck which was carrying 57 garment workers along National Road 5.
Unfortunately, 42 women standing in the back of the truck were injured in the collision, because when the truck braked trying to avoid the motorcycle, it overturned. The injured women were sent to Kampong Tralach Referral Hospital and Kampong Chhnang Provincial Hospital.

Anything a third world dictatorship can do, Britain can do better:

One in 40 drivers 'without licence'

The AA says most unlicensed drivers "tend to be male and younger"
( And probably foreign) edit G.Small

As many as 800,000 unlicensed drivers are on the road and the "frightening" number is likely to rise, according to a study.
