Even years ago that happened, like the corner opposite the FCC on the riverside. That had another 2-3 stories added, back in - well, somewhere around 2006, I believe. It's still standing though...

Kep Official: Collapsed Building Was Constructed Illegally

A land management officer in Kep province said the seven-story building that collapsed on Friday, killing 36 and injuring 23 others, had started construction without a license and had only been permitted to build up to six stories.

When asked why the department had not held the developers accountable sooner, the official skirted the question, saying a colleague had facilitated the permit, and it was signed off by the provincial governor.

The building’s owners, Ek Sarun and his wife Chhiv Sothy, have been provisionally charged by the provincial police with manslaughter, according to provincial police chief Ben Dara. An attorney suggested that local officials in charge of inspecting the site should share responsibility in the criminal case.

Lay Vannara, deputy director in charge of administration at the provincial department of land management, told VOD on Monday that the building had begun construction in March last year, but did not receive a permit until August 2.

The permit was for a six-story building, Vannara said.

Asked why the construction was allowed to proceed, he said the department had attempted to stop the construction when it was unlicensed, but another deputy director in the department had facilitated the issuing of a permit instead.

“The construction permit was signed by the provincial governor,” Vannara added.

Governor is HE's man, so no, he's not going anywhere.

Yes, HE has made that quite clear. The Kep governor will not be held accountable for the catastrophe.

Prime Minister HE today said that he will not remove Kep provincial governor Ken Sitha from his position due to the collapse of the building under construction.

In a press conference today after an end to the rescue operations at the site, Mr HE said some critics, politicians and government officials have urged him to sack Mr Sitha due to the building collapse but he refused to do so.

“They said when the building collapsed in Sihanoukville, provincial governor [Yun Min] decided to resign from his position. They asked me if Kep provincial governor is going to resign,” he said.

“The deadly building collapse did not only occurr in the Kingdom…but it also occurred in the US*,” Mr HE said. “I wish to say that I will not remove him from his position.”

The new Ostro Hotel cnr st 5/130 (old Indochine Hotel) is like that...just added a couple of floors on top. Was the original structure ever designed for that extra weight?

Yeah, and that lovely big open ground floor space with skinny pillars. I was looking at that the other day from a bar opposite (of high repute) and was thinking the same thing. I won't be sitting in there anytime soon.

Most of the 23 survivors of a six-storey building which collapsed in Kep province on Friday have recovered. The incident claimed 36 lives.

Twelve survivors including three women have been discharged from hospital after being treated for slight injuries while seven are still being treated and have mostly recovered.

The remaining four were transferred to a hospital in neighbouring Kampot province, as it is closer to their homes.

The rescue operation to uncover survivors and bodies trapped in the rubble took 43 hours and 20 minutes. It ended on Sunday noon. While commending rescuers for their efforts, HE said they still needed further training for future operations.

“I thank Chinese specialists from Preah Sihanouk province for joining the rescue in Kep. They are experienced in saving victims of the collapsed buildings and gathered to save those at the site.

“Using human-finding methods, they could determine places where people might be trapped alive. I also requested the Chinese specialists to help Cambodian forces with more training,” HE said.

In responding to the prime minister’s request, seven crew members of the search and rescue team from the Royal Cambodian Armed Forces’ (RCAF) Brigade 70 on Monday were dispatched to China for more training in rescue skills.

The RCAF said the crew will undergo 10 days of training in Beijing from January 6-16 and learn how to rescue victims of fires, road accidents and collapsed buildings.

Why were they in Sinoville and do they have the experience because of multiple building collapses in China?
Where they in Sinoville waiting for the next one there to collapse?

Cambodian Collapsed Building Owner Released on Bail

The owner of the seven-story hotel in Cambodia’s Kep Province that collapsed late last week was released on bail Tuesday, in a rare move in the country’s justice system.

An estimated 36 people were killed and 23 were injured, most of whom were living in the unfinished building as members of the crew that was constructing it.

Kampot Provincial Court’s Chief Administration Director Man Boreth told RFA’s Khmer Service that the court charged Ek Sarun, owner of the structure, with unintended murder and injury, but released him on U.S. 90,000 bail.

But an official of a prominent Cambodian rights organization told RFA that he thought Ek had received preferential treatment.

“I suspect that the accused might have relatives in the ruling party, so that’s why the court released him,” said Am Sam Ath, the director of the Cambodian League for the Promotion and Defense of Human Rights (LICADHO).

He said releasing Ek would affect the court’s ability to investigate, and the accused should be detained until the investigation is complete to insure that the victims will receive justice.
