Let's wait for the next building to collapse, thanks to 'His Excellency the Governor' ordering the suspension.
I'm quite sure 'His Excellency the Governor' did not get a single dime for this gesture to the Chinese 'friends' of Cambodia...

(BTW, Kouch Chamroeun was in charge of the notorious Daun Penh security guards in Phnom Penh when they smashed up opposition figures, after which he was elevated to governor of the then opposition stronghold province of Kampong Cham and then to replace the governor of Sihanoukville after the building collapse in June 2019. In other words: the man is trusted by the biggest HE).

Preah Sihanouk Province: His Excellency Kouch Chamroeun, Governor of Preah Sihanouk province, has ordered authorities involved in the provincial administration or Sihanoukville government to suspend some unnecessary activities in foreign businesses, especially those of Chinese nationals. The governor considered that some of the foreigner have stopped their business and returned to their country of origin because they are scared.
According to HE Governor, it has been reported that city or provincial officials have been inspecting foreign places of business for various reasons, such as looking at business laws or places, and demanding payment from the businesses.
His Excellency the Governor has ordered the suspension of these random visits, and, any necessary inspections must have prior approval by the provincial administration Commission.
Nevertheless, HE Governor encourages operations to crack down on drug cases or other offenses committed by foreigners, so that the police force would continue their regular activities.
The remarks by His Excellency Kouch Chamroeun, in the afternoon of December 20, 2019, along with a further discussion on encouraging foreign investors to invest in legitimate businesses in Preah Sihanouk province, follows the policies of the Royal Government of Cambodia.

Governor suspends checks on chinese business
According to this article in Phnom Penh Post [media]https://phnompenhpost.com/national/stop ... ese-venues[/media]the Preah Sihanouk Governor has called upon the police to "stop the unwarranted inspections of businesses run by foreigners, especially Chinese nationals" and "Chamroeun said provincial officials had carried out inspections on businesses run by foreign nationals to find irregularities and make them pay fines. He ordered the suspension of such activities, with necessary inspections to be approved by the provincial administration."
Reading between the line looks like the police have been a bit overenthusiastic about fining foreign businesses.
