If your cell phone is connected to a network it can be tracked and pin-pointed. Carriers have the ability to use triangulation or trilateration. It’s why people use burner phones. Law enforcement will often work with a carrier to locate a given number but if that number is not associated with an actual person (who would have to register it in their name) it doesn’t stop them tracking its whereabouts. Linking a phone that hasn’t been registered to a person becomes trickier though... that’s why carriers give tempting freebies when you buy a SIM card.

Can you really change the IMEI number? I have a locked phone that needs a new number. Anyone want to buy an Australian iPhone XR with very low miles but locked in Australia.

The IMIE is factory set to each handset. You can change the sim but changing the IMIE, while possible, requires specific technical equipment.
