You mean give back the half that was intended for his pocket?

Indeed, whilst he's been an excellent landlord over the years, I suspect he put a fee on his running around for this...the sangkat need $$$ for election sounds fishy..then again, I was having coffee across the road from the sangkat today and 2 trucks with election campaign supporters were parked alongside..so who knows?

Anyway, I'm happy with the $25..$50 I was pissed off..

I'm a new "resident" of Siem Reap with an ER Visa & 6-month lease. Can anyone provide an update on the best way to obtain a Certificate of Residency?
Much obliged.

Well it was actually simpler than expected.
Went to Immigration Police office on Airport Road. Straight into small office, no waiting.
Gave friendly policeman copy of passport, ER Visa & lease agreement after he sighted originals. Plus 1 x passport photo.
He requested my mobile number & said he would call in a few days. 2 days later he called & I collected my Certificate of Residency.
No issues. I queried a fee to which he responded "up to me" to which I happily complied.
Later I had it translated downtown for $8.
Simple, efficient, no fuss & cheap.
