Two Chinese Arrested After Guns and Drugs Found in Restaurant Raid
Phnom Penh, Cambodia News: On December 13, 2019, at 2:30 pm, combined police forces and officials from Phnom Penh and Sihanoukville raided Xing Liing Hao Restaurant # 16C, 109K Street, Porsenchey District, Phnom Penh. They had a warrant for the arrest of the owner of the premises, 43-year-old female, Song Hour.
The raid resulted in two Chinese nationals being arrested, and police found and confiscated the following items:
- Two passports (Wang Qiao Ling, female Chinese, Wang Hai Tao, male Chinese).
- One AK-47 rifle
- One bullet Long type bullet
- 5 ATMs
- 3 cell phones
- 3 cash machines and 4 bank cards
- two drug scales
One gram of crystalline powder like a finger (suspected drug)
- 1 packet of white gram flour
- Two WY tablets
Eight red capsules (suspected drug)
- 3 bottles of water pills (suspected drug)
- Some packing bags
- Some drug paraphernalia
- One security camera data storage unit
- A white RX300 with the license plate number 2AP-8243.

ATM card readers possibly for the restaurant customers, is this the normal businesses of a Chinese restaurant that of what we had read in previous news of the likes of the little sleepy coastal town, where owners armed themselves to protect their business interests. Now we are seeing or rather hearing of the problem of drugs and arms growing in the kingdom, and now not confined to one place. Whatever the outcome drugs alone may give the quick high of utopia to the users, but certainly misery will be the overall burden. But, in the case of dealers and takers of a so called upper class type drug and the effect it will have on the mind and body, the dealer or taker, ever being armed with any type of weapon and wants to evade capture of the authorities doesn't need thinking of what outcomes could be. That effect will bring a new meaning and measures to fighting the drugs war in the country.
How many of you would think today that the famous Golden Triangle is still the main supply to the country? I would take a wild guess and think now the country supplies oneself.

General Meas Virith, secretary-general of the National Authority for Combating Drugs (NACD), said chemical substances, mixing machines and other equipment found at the scene of drug busts led authorities to conclude that drug processing was occurring inside the country.
“I accept that there is processing but there is no sign of production in Cambodia. Manufacturing means they produce [or grow] the raw materials and turn it into drugs. Processing means that they already have drugs,” Virith said.

While I don't know the full scale of it anymore than the next person I haven't seen much evidence of large scale production here so I believe most is coming from the Myanmar.

There is meth production in Cambodia, but AFAIK it's relatively small potatoes, and until recently, the production was probably sold locally. However, there have been some busts recently in Cambodia where Chinese nationals have been setting up small factories. This is a recent trend.
From what the reputable news sources say, huge factories in Golden Triangle/Myanmar are producing most of the methamphetamine that is confiscated by authorities in the SEA region, including Cambodia. They say the big guys are international Chinese gangsters.These are the ones who are flooding the SEA drug markets with meth packaged as "Chinese tea" .
In such large quantities, the meth is so cheap to produce, and the mark up is so high, that the druglords don't even care about 100kgs busts from time to time. Their prime markets are Japan, Korea, and western countries, where the street price of meth makes it all worth while.

Would mostly agree on both comments put here, in the Golden Triangle it is very taxing on the Thai authorities to stop the flow of Methamphetamine from penetrating its border. Here in Cambodia we see articles from the news of the same (but possibly on a smaller scale) traffickers caught with the drug packaged in Chinese tea packets. The other reason like I had quoted it is being produced in situ, like we saw in the news not many weeks ago with the Vietnamese lab in Phnom Penh. "Ice" Crystal Methamphetamine maybe expensive, but the past "Yabba" was affordable, it in it's self maybe making a comeback.

The Office of the Narcotics Control Board is ready to cooperate with partner authorities to curb the smuggling of ingredients needed for making methamphetamine, he said.
That is where the authorities in the countries affected should look first, because without ingredients there is no drug.
